3 Given that Havana Syndrome cases are reported in places like Cuba, what if Havana Syndrome is not the result of some unknown device, but is instead an immunological reaction - the headaches, blurred vision, etc are merely the normal reaction of patriotic red-blooded Americans when exposed to communism.

Alternatively, if HS was some alien technology (which it totally isn't!), you want some deniability in case testing goes horribly wrong. Deploying it outside CONUS frees you from certain legal strictures and enables finger-pointing at hostile local commie regimes. Win-Win, baby!
