2 I'll assume any collaboration will be called economic assistance. Then I'll assume the article assumes, rather hopes that the United States does not want to co-engineer and co-develop military tech with the jews. Which I think is off-base and preposterous.

I think the Israelis are thinking more along the lines that the Jews will produce their own arms and bombs so another Biden cannot hold up deliveries in the middle of another war for jewish existence.

Jairong, Bibi isn’t dictating what the US Congress will do. He’s saying that Israel doesn’t need military aid anymore, and when the current agreement runs out, in a few more years, won’t accept it even if offered. Note that this is the second time Bibi is turning off the American donation spigot: according to the article he stopped accepting economic help from America to the tune of $1.2 billion/year back when Bill Clinton was president.
