While I would hope non-combatant numbers were much lower. The Islamic leadership is the one commonly locating many key target areas near its own population, likely to generate Anti-USA & Anti-Israeli propaganda news and sentiments.

4 FDR’s policies extended the Great Depression seven years longer than it need have run, as far as I am aware. Had he just stayed out of it, instead of going in all totalitarian technocrat, the usual economic responses to the boom/bust cycle would have provided room for business to flourish much sooner. His wartime controls just made it all worse.
