I wondered how long it would take to place blame on a contractor. A "secret" Special Access Program (SAP) is it? And how many years did it go undetected?

David's personal expense reimbursements, meals, mileage & incidentals? Can we have a look at those please ?

A "fake program" used to direct funding to select programs, NGO's, or personnel? Are there other such programs ?

Is this really the best they can do to explain the Rush incident ?
