Given the poolside setting, it might be a proper bathing suit, depending on the year. Or it might be what they used to call a playsuit. Functionally, a playsuit is a short jumpsuit for summer.

I believe in the early 1920s, at least, the bathing suits were basically long johns, then long johns with the arms and legs rolled up above elbows and knees, then later in the decade —for the very daring — sleeveless and mid-thigh like here. Only after did women’s bathing suits dare retreat to legless.

Or I could be wrong. Someone should check while I make chocolate mousse for my sister’s birthday and get tomorrow’s articles edited.
