How about a simple US enforcement of existing Federal law.
"Illegal Immigration Reform and Immigrant Responsibility Act of 1996". Or 18 U.S. Code § 611 - Voting by aliens?

BUT!!!
Update the punishment for NON-US Citizen voters and also include those assisting such registration.

NON-US Citizen a $25K fine and deported.
Or 1 year in Jail then Deported.
Banned from reentry to the USA for 10 years.

US Citizens or NGO's proven to knowingly register Non-citizens stiff mandatory sentences per illegally registered person and $25K fine per violation.
