4 It does not means that DHS (CIS) won't be there, it just means that DHS won't process the flight meaning the passengers and crews cannot disembark and that DHS will make sure that they cannot disembark! Ditto for cargo planes.

They might be allowed to refuel and take off to a non-sanctuary airport where normal processing cn be done.

Of course, flights that does land at non-sanctuary airports can be processed there then resume flights to sanctuary sirports, but that would be a major hassle and can get fairly expensive due to landing and gate fees as well as fuel and maintenance costs.
