Remember the reason these places were shutdown!
Was the many illegal uses of, and WWII prison camp type conditions in too many states, that poorly controlled and funded them.

NOTE: While Deinstitutionalization mis said to have started with JFK 62-63, and got a bump in 70's with Reagan.

It was senate bill S. 1177 was introduced by Ted Kennedy (D–MA) on May 17, 1979 and signed into law by President Jimmy Carter on October 7, 1980. That started the real dumping on the streets.

Newsom somehow "lost" $24 billion that was allocated for homeless programs. He cannot, or will not, say where all that money was spent but the hobos are still on the streets. California could have easily afforded mental institutions if we weren't governed by crooked morons.
