Portland cops clear deserted shopping center turned drug market
[NYPOST] Portland police finally cleared out a deserted shopping center in the city’s notoriously empty downtown — a building once described as being straight out of the zombie HBO show "The Last of Us."

The center’s owner, Barry Menashe, is working with officials to board up the building and eradicate what The Oregonian called "rampant drug trafficking."

The vacant center had become an open-air drug market and was in "crisis mode," the Daily Mail reported.

Portland has one of the most deserted downtowns in the United States.

Soaring crime rates and homelessness scare away both locals and tourists.

Conservative journalist Andy Ngo said the building looked like a scene from the HBO video game adaptation "The Last of Us."

Police swooped in early Wednesday, finding evidence of squatters but no people, according to reports.

Afghanistan
Female Doctor Shot Dead by Unknown Gunmen in Takhar, Suspected Taliban Involvement
More on this story from yesterday.
[8am] According to local sources in the Takhar province, unknown button men have killed a female doctor in the area.

Sources reported on Friday, 14 April, that the incident took place in the evening on the previous day near the village of Chanzi on the Takhar-Kunduz highway as the doctor was traveling from Kunduz to Takhar.

The victim was identified as Zakera Rahmani.

Sources further stated that the unidentified button men stopped the vehicle carrying the doctor and opened fire on her.

Some sources, who wish to remain anonymous, claim that the doctor was targeted by the Taliban
...Arabic for students...
The husband of the victim, Dr. Sarwar, was also severely maimed in the incident.

The Taliban have warned the victim’s family not to share any details of the incident with the media.

Dr. Rahmani had been working as a midwife and obstetrician for several years at the health clinic in Chal district of Takhar and at the Shaheed Ahmad Shah Massoud Hospital in Takhar province.

This comes as last month a female health worker was mysteriously killed in Werduj district of Badakhshan province.

Daily Evacuation Brief April 16, 2023
[AfghanDigest] LAST 24 HOURS
  • TALIBAN’S USE OF ‘UNIDENTIFIED GUNMEN’ MONNIKER QUESTIONED – Various Taliban press attaches have used the term ‘unidentifed gunmen’ or ‘masked gunmen’ to explain away many of the murders that have become commonplace since the takeover. A good many of the attacks that have targeted former Afghan Army and NDS personnel are often attributed to groups of unidentified killers who seemingly strike at will and in full view of the Taliban security forces. Through a cursory review of 37 assassinations of former ANA/NDS dating back to July 2022, not a single report of an arrest has been made and several of the surviving family members say the cases are clearly not being followed up by the Taliban police. While Taliban-sponsored killings have long been considered to be responsible for these murders (accepted even), there is now an active effort to identify which Ministry is responsible for planning and implementing the attacks. The goal is to identify who is responsible for the killings, who orders them, and to collect evidence to present to the ICC. There are a great many ‘open secrets’ in Kabul and Kandahar. An operative working on this effort is hopeful that it will be successful in pulling back the curtain on the Taliban and finally exposing the amnesty program as a charade.

  • PAKISTAN’S FOREIGN MINISTER DOING DAMAGE CONTROL – Minister Bilawal Zardari was forced to intervene in Pak-Afghan relations after a threat from Pakistan’s Defense Minister to conduct strikes against TTP targets in Afghanistan was issued in an interview with the Voice of America. Zardari held a call with the Taliban Foreign Minister and voiced support for his government’s commitment to good relations with their neighbor. Some observers in Islamabad are convinced the political theater was planned by Pakistan while others say there is dysfunction between the ministries in Islamabad and Rawalpindi. As of publication, we have not assessed any change to the forces of either country stationed along the shared border and there are no indications that resources are being marshaled for potential strategic strikes across the border.

  • SOME CONCERNS THAT VIOLENCE WILL ENSUE AFTER THE END OF RAMADAN – While no solid information has been received to substantiate growing rumors about potential increased combat operations by the Taliban, the Resistance, and/or ISIS-K once Ramadan has concluded, there is word that Ministry of Defense orders have been issued to select Taliban units to prepare for deployment to Panjshir, Takhar, and Badakhshan as early as next weekend. Whether these orders are offensively minded or, in response to a possible Resistance campaign is currently not known. A source in Kabul stated that the maintenance activity reported over air assets and ground vehicles this Spring has been made in anticipation of a ‘final campaign’ to eradicate the Resistance.

  • TAJIKISTAN TROOPS HOLD BORDER SENSITIZATION MEETINGS WITH COMMUNITIES ALONG AFGHAN BORDER – The meetings took place in Gorno-Badakhshan from 3-8 April and were part of a European security program intended to raise awareness among locals about the activities and responsibilities of the border security forces with respect to threats that may emanate from Afghanistan. Citizens were encouraged to report suspicious activity and literature was provided with ‘hotline’ numbers the citizens could call should they witness a threat or border violation in their remote communities. Nearly 1000 community leaders from 7 border enclaves attended the training and the program is an ongoing effort to support community policing policies in the volatile region.

AT-RISK AFGHANS SHELTERING IN PESHAWAR STAY ALERT – An unconfirmed report stated that a Pakistani college student was stabbed to death by an Afghan refugee in the city after a verbal altercation on Friday night. It is not clear if the purported assailant has been apprehended but local sources say the college student was popular and his death has caused xenophobic tensions in the city to rise. At-risk Afghans who reside in the city or, who plan on traveling through, should be aware of the situation and be prepared to shelter in their residences should a mob form or xenophobic protests take place. Again, this report has yet to be confirmed but we made the editorial decision to release it as tensions have been high in the city for some time now.

Attempted military coup in Sudan
Direct Translation via Google Translate. Edited.

Commentary by Russian military journalist Boris Rozhin:

More on this story from yesterday.
In Sudan, fighting broke out in the capital between military groups in the morning. Special forces are trying to seize power and take over the presidential palace and other key buildings.

The army uses helicopters and aircraft against the rebels. Dozens of people died in the city. In the photo - the apartment of the Sudanese special forces forces is on fire, which was hit by a missile attack https://t.me/boris_rozhin/83008 (video of the strike). At least two airliners were destroyed at Sudan's international airport. Several Egyptian MiG-29s were also captured and Egyptian pilots were also arrested.

The showdown is going on between the two branches of the ruling military junta, which have entered into a clinch due to the impossibility of redistributing power, which stems from the ambitions of individual generals. Everything that is happening is a direct consequence of the overthrow of Al-Bashir, which plunged Sudan into a period of instability and a series of successful or unsuccessful coups. This is already the 4th or 5th after the overthrow of Al-Bashir.

Since Sudan is an important part of Russia's strategy to expand its influence in Africa, it is beneficial for Russia to stabilize Sudan and keep the military in power, which guaranteed the construction of a naval base in Port Sudan and the logistics base of PMC Wagner. In principle, Russia can work there with both sides, no matter which of them wins there, especially since they had contacts with both before. The Kremlin expressed concern about the events taking place in Sudan.

Sudan will continue to enjoy the fruits of democratic change after al-Bashir's ouster.

Al-Jazeera: Sudanese military took control of all the equipment and headquarters of the RRF in Omdurman

The Sudanese Armed Forces took control of all the headquarters of the Rapid Reaction Force (RRF)
...previously identified in the Rantburg archives as Rapid Support Forces (RSF). As Helmuth, Speaking for Sholugum4538 explained yesterday, they are “the old genocidal Janjaweed militia and war criminal ex-Pres Omar al-Bashir. They have partnered with Wagner PMC to extract/smuggle gold. attempting counter coup to overthrow the 2019 counter coup which overthrew the 1989 coup, ad infinitum.”
in the city of Omdurman after shelling their camp there. Al-Jazeera TV channel reported about the military operation.

The Sudanese military assured reporters that the SBR forces left their positions in Omdurman without taking any equipment or weapons with them.

As REGNUM reported , as a result of clashes in Sudan on April 15, at least 25 people were killed and 183 were injured .

Commander-in-Chief of the Armed Forces Abdel Fattah Burhan issued a decree disbanding the Rapid Reaction Forces.

Egyptian military battalion surrenders to Sudanese Rapid Reaction Force

The battalion of the Egyptian Armed Forces at the Sudanese military air base Meroe surrendered to the Rapid Reaction Force (RRF) of Sudan.

"A battalion of the Egyptian army surrendered to the rapid reaction forces in Meroe," the RRF said on a social network.

The text is accompanied by a video in which dozens of men in the military uniform of the Egyptian Armed Forces are sitting on the pavement, surrounded by fighters of the Rapid Reaction Force standing above them.

According to RIA Novosti, the Egyptians are at a military air base in Sudan on the basis of agreements between the military of the two countries on joint training and exercises.

As REGNUM reported , on April 15, the Sudanese army and special forces accused each other of attacking their headquarters, clashes took place. Later, there were reports of army airstrikes on the headquarters of the special forces and the encirclement of the presidential palace with army armored vehicles.

The special forces announced that they had taken control of the airports in Khartoum and Merov and inflicted "great losses" on the military . The command of the special forces called on the people to "unite at this critical moment in history" and condemn the actions of the army.

From RIA Novosti
Media: Sudanese army took control of all RRF headquarters in Omdurman

The Sudanese Armed Forces took control of all the headquarters of the Rapid Reaction Force (RRF) in the city of Omdurman near the capital of the country, Khartoum, after shelling the RRF camp located there, Al-Jazeera TV channel reported , citing a representative of the Sudanese army.

"We took control of all the headquarters of the RRF in Omdurman with all their equipment," the source said.

The RRF forces, he said, left their positions in Omdurman, abandoning their equipment and weapons.

Earlier, Al-Jazeera, citing the military, reported that the Sudanese army launched air and artillery strikes on the RRF camp in this satellite city of Khartoum.

On Saturday, a RIA Novosti correspondent reported the start of clashes between the RRF and the regular army in the Sudanese capital of Khartoum. The rapid reaction forces announced that they had taken control of the Palace of the Republic (presidential palace), the international airport, and the air base in Merov. At the same time, representatives of the RRF accused the country's regular army of attacking its base near Khartoum with "the use of all types of weapons."

In turn, the army and the Sudanese General Security Service called the RRF rebels. They were also accused of attacking government and strategic facilities.

The Al-Arabiya TV channel also previously reported, citing sources, that the Sudanese army is also deploying units in Merow "in case of lack of security." According to his sources, the Sudanese Armed Forces gave the RRF a certain amount of time to leave the city. In turn, the rapid reaction forces themselves stated that their presence in Merov was part of the fulfillment of their tasks and duties.

Forces for Freedom and Change, Sudan's leading opposition movement, last week announced a new postponement of the signing of the final political agreement providing for the establishment of a transitional civilian authority in the country, due to a lack of consensus between the military parties.

According to the Sudanese media, the reason for the postponement of the signing of the political agreement was the contradictions between the Sudanese army, led by the head of the Sovereign Council of the country, Abdel Fattah Burhan, and the paramilitary units of the RRF, headed by Burhan's deputy on the Sovereign Council, Mohammed Daglo.

There are disagreements between the commander of the Sudanese Armed Forces and the head of the RRF, who, before the removal of the country's ex-president Omar al-Bashir , were personally subordinate to the head of state, there are disagreements on the issue of integrating forces into the ranks of the army. This clause is one of the most controversial in the agreement discussed by the parties.

In December 2022, the Sudanese military and opposition movements signed a framework political agreement providing for the establishment of a transitional civilian authority in the country. The signed document provides for the appointment of a prime minister, the adoption of an interim constitution and the subsequent two-year transitional period, after which general elections will be held. The head of the Sovereign Council of Sudan, Abdel Fattah Burhan, following the signing of an agreement with the opposition, said that the military would not participate in the political life of the country.

Courtesy of Skidmark, the Daily Mail: Chaos in Sudan amid an attempted coup as government fighter jets fire missiles over capital as fears mount of a wider conflict

Tolo News has Reuter’s report on the story:
The military and RSF, which analysts say is 100,000 strong, have been competing for power as political factions negotiate forming a transitional government after a 2021 military coup.

The Sudanese Doctors' Union reported at least 56 civilians had been killed and 595 people, including combatants, had been wounded since the fighting erupted on Saturday.

Scores of military personnel were also killed, it said without giving a specific number due to a lack of first hand information from many of the hospitals where those casualties were taken.

The group earlier said it recorded deaths at Khartoum's airport and Omdurman, as well as west of Khartoum in the cities of Nyala, El Obeid and El Fasher.
The two leaders are Army chief General Abdel Fattah Al-Burhan and RSF leader, General Mohamed Hamdan Dagalo, better known as Hemedti.

#2  dagalo,better known as Hemetti.
From wiki:Hemetti stated to African Union officials his co-responsibility in carrying out the 23 November 2004 Adwa massacre and rapes in South Darfur.[10] Since 2013,[11][12] Hemetti has commanded the Rapid Support Forces (RSF),[13][14] which, according to Human Rights Watch[15] and professor Eric Reeves,[16] was responsible for crimes against humanity, including systematic killings of civilians and rapes, in Darfur in 2014 and 2015. The RSF was widely claimed to hold major responsibility for the 3 June 2019 Khartoum massacre while Hemetti continued to be its leader.[17][5] Hemetti used the RSF to take control of gold mining operations in 2017.[18]
Dagalo/Hemetti is from the Rizayqat tribe of Darfur, north Sudan's most notorious collection of savages. The tribe was the most determined antagonist in the Army's sixty year war against South Sudan.

Japan PM Kishida evacuated unhurt after explosion at speech: report
[GEO.TV] Japanese Prime Minister Fumio Kishida was evacuated unhurt after a suspect threw what appeared to be a smoke bomb at an outdoor speech in western Japan on Saturday, domestic media reported.

A loud explosion was heard, but the premier took cover and was unharmed while police subdued a man at the scene, public broadcaster NHK said.

The incident occurred at the Saikazaki fishing harbour in Wakayama prefecture, some 65 km (40 miles) southwest of Osaka city.

Former prime minister Shinzo Abe, the longest-serving leader of modern Japan, was assassinated with a homemade gun last July while campaigning for a parliamentary election, shocking the nation and prompting a review of security for politicians, who routinely press the flesh with the public.

Kishida had just started to deliver the speech after touring the harbour when Saturday's incident occurred, NHK said. The speech was scheduled for 11:40am (0240 GMT), according to Kishida's ruling Liberal Democratic Party.

Kishida was to continue his Saturday afternoon campaign schedule after the incident, the LDP confirmed via its Twitter account.

NHK footage showed crowds running away as several coppers appeared to pin a man to the ground before removing him from the scene. The man appeared to be in his 20s or 30s, media said.

A representative of Wakayama's prefectural police headquarters told Rooters he could not answer questions about the incident.

A woman on the scene told NHK that she saw an object flying overhead and "it gave me a bad feeling, so we bravely ran away unbelievably fast. Then we heard a really loud noise. It made my daughter cry."

Kishida is to host a Group of Seven (G7) summit in Hiroshima next month. G7 foreign ministers are to meet on Sunday in the resort city of Karuizawa.

Europe
Four Dutch women, repatriated from camps in NE Syria, receive a prison sentence of between 30 and 36 months for their involvement with ISIS
More on this story from two days ago, now with names! Or partial names, anyway.
[PUBLISH.TWITTER]

A Dutch court sentenced four Dutch women on charges of being involved with the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems...
(ISIS), and engaging in preparatory acts for "terrorist" crimes in Syria or Iraq from 2013 onwards.

On April 13, the women were sentenced to between 30 and 36 months in prison, with 12 to 15 months of probation, ANP reported.

The women and kiddies were removed from Roj camp, in the far northeastern Syria, in February 2022 to face prosecution over their possible involvement with ISIS, the report added.

Roj camp is one of the camps in northeast Syria that house thousands of people, including many foreign nationals, since the Syrian Democratic Forces (SDF) and the US-led Global Coalition to Defeat ISIS declared the territorial defeat of the terror group in March 2019.

It currently houses 806 families, including 2,800 individuals of Arabs and foreigners, mostly women and kiddies of ISIS family members from 62 countries, according to a previous report published by North Press.
The names, as much as we are permitted to know. This strikes me as being overly punctilious, in that the purpose of giving only partial names is to protect those who will turn out to be innocent. These ladies, however, have been adjudged guilty and sentenced, so there is no reputation left to protect:
The 32-year-old Meryem S, the 37-year-old Nawal H, the 31-year-old Hafida H, and the 27-year-old Amber K were sentenced to prison.

The court also said Nawal H. was also found guilty of leaving her three children neglected in a desperate situation.

The court indicated that the women were fully aware of the ongoing conflict, as they joined the terrorist group and traveled to ISIS-held regions. Their husbands were also active ISIS bad boys, according to the court.

The court said that it reduced the period of sentences to less than four years, the terms which were demanded by the Public Prosecution Service (OM), because the women "explicitly renounced the ISIS ideology," and taking into account the time they spent in the camp.

On Nov. 2, 2022, the government of Netherlands announced repatriating nationals of ISIS family members from camps in northeastern Syria, so they could face prosecution over their possible involvement with ISIS.

ISIS lost its final stronghold in Syria in March 2019. The Syrian Democratic Forces (SDF), with the support of the US-led Global Coalition, defeated ISIS after fierce battles in the town of Baghouz in the eastern countryside of Deir ez-Zor, bringing an end to the so-called caliphate declared by the terrorist ISIS.

After Baghouz, thousands of ISIS fighters were transferred to prisons, while their families were transferred to Hawl and Roj camps in the Autonomous Administration of North and East Syria (AANES)-held areas.

8 terrorists killed, 2 soldiers martyred in South Waziristan IBO: ISPR
[Dawn] Eight bad boyz were potted and two soldiers martyred during an intelligence-based operation in the Zarmilan area of Khyber-Pakhtunkhwa’s South Wazoo District on Saturday, according to the military’s media affairs wing.

According to a blurb issued by the Inter-Services Public Relations (ISPR), an "intense fire exchange" between the security forces and turbans took place during the operation.

"Own troops effectively engaged the terrorists’ location. Resultantly, eight turbans were sent to hell," the blurb reads.

It added that two soldiers — 25-year-old Lance Naik Shoaib Ali, a resident of Parachinar in Kurram district, and 22-year-old Sepoy Rafi Ullah, a resident of Lakki Marwat district — embraced martyrdom after having "fought gallantly".

The ISPR said weapons and ammunition were recovered from the slain turbans who "remained actively involved in terrorist activities against security forces and the killing of innocent citizens".

The ISPR added the sanitisation of the area was being carried out to eliminate any other turbans found in the vicinity.

"The security forces of Pakistain remain determined to eliminate the menace of terrorism and such sacrifices of our brave soldiers further strengthen our resolve," the ISPR said.

Over the past few months, the law and order situation in the country has worsened, with terrorist groups executing attacks with near impunity across the country.

Since the talks with the banned bully boy group Tehrik-e-Taliban
...the Pashtun equivalent of men...
Pakistain (TTP) broke down in November last year, the group intensified its attacks, particularly targeting the KP police and areas bordering Afghanistan. Insurgents in Balochistan

have also stepped up their violent mostly peaceful activities and formalised a nexus with the TTP.

According to statistics released by the Pakistain Institute for Conflict and Security Studies, an Islamabad-based think-tank, January 2023 remained one of the deadliest months since July 2018, as 134 people bit the dust — a 139 per cent spike — and 254 received injuries in at least 44 bully boy attacks across the country.

Earlier this month, the top civil and military leadership reaffirmed their commitment to thwart terror threats and vowed to re-launch the National Action Plan within 15 days to crush Lions of Islam reportedly coming in from Afghanistan.

Iran police begin crackdown on headscarf violators
[Dawn] Police in Iran
...a theocratic Shiite state divided among the Medes, the Persians, and the (Arab) Elamites. Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979. The nation is today noted for spontaneously taking over other countries' embassies, maintaining whorehouses run by clergymen, involvement in international drug trafficking, and financing sock puppet militias to extend the regime's influence. The word Iran is a cognate form of Aryan. The abbreviation IRGC is the same idea as Stürmabteilung (or SA). The term Supreme Guide is a the modern version form of either Duce or Führer or maybe both. said on Saturday they have implemented a plan to deal with women who violate the country’s Islamic dress code.

The number of women defying the dress code that headscarves must be worn in public has increased since a protest movement triggered by the death in jug last year of Kurdish-Iranian Mahsa Amini, 22, for allegedly flouting it.

A statement on the police website on Saturday said action would be taken "from today" over violations in public places, in cars and other "sites where hijab is sometimes removed".

"In this context, technology will be used for the smart identification of people who break the law," it said.

"Removing hijab is considered a crime, and the police deal with social anomalies within the framework of the law," the statement quoted Security Police chief Hassan Mofakhami as saying.

"People who break the law are responsible for their actions and should be held accountable for their behaviour," he added.

A wave of civil protest swept the Islamic republic after Amini’s death last September 16, three days after her arrest by the morality police. Mofakhami also warned that businesses whose employees removed their headscarves in the workplace faced closure.

He said in such cases a warning would be issued, but "if the warning is repeated, the closure of the business will be on the agenda".

Last week, police chief Ahmad-Reza Radan said those who remove their headscarves would be identified using "smart equipment".

"People who remove their hijab in public places will be warned first and presented to the courts as a next step," he said.

Turkish airstrikes target PKK sites in Iraq's Nineveh
[Shafaq News] A series of Ottoman Turkish Arclight airstrike

s targeted areas in the Atrosh subdistrict of Sheikhan district in Iraq's Nineveh on Saturday, a security source reported.

The precise nature of the damages remains unclear at this time, though speculation is rife that the strikes may have aimed at opposition Kurdish Workers' Party (PKK) installations.

An anonymous local informant disclosed to Shafaq News Agency, "Drone strikes targeted Mount Bakhir in the Atrosh subdistrict, which falls under the jurisdiction of Sheikhan district in Nineveh."

The source elucidated that the extent of the damage inflicted by the airstrikes is as yet undetermined.

The source conjectured that the bombardment might have been intended for a PKK stronghold, given the party's adversarial stance toward Ankara.

A source told Shafaq News Agency that several citizens were maimed in the attack on the villages of Kani Miran, Saliawah, and Waryawah.

According to Othman Raouf, head of the Kani Miran village council, a vehicle belonging to members of the Kurdistan Workers' Party (PKK) was targeted by a plane with a missile at 6:27 pm. The car managed to escape the initial attack. Still, after arriving in Kani Miran, it was targeted with two more missiles, resulting in the complete burning of the vehicle and its occupants.

Raouf reported that they informed the security services of the incident's details, but they could not reach the scene as the drone remained hovered over the region.

A military source of the Syrian opposition told North Press that the HTS targeted posts of the government forces on the outskirt of the towns of Orem al-Kubra, west of Aleppo; and al-Sermania, west of Hama.

Six soldiers of the government forces were killed and six others were maimed, in addition a tank was destroyed west of Idlib Governorate, northern Syria, according to the source.

Although the de-escalation zone in northwest Syria is subject to a Russian-Ottoman Turkish ceasefire agreement signed in March 2020, the area witnesses frequent mutual bombardment between Syrian government forces and opposition factions accompanied by Russian warplanes’ flight despite the entry of the ceasefire into force.

In March 2020, Russia and The Sick Man of Europe Turkey

reached an agreement in Moscow that stipulated a ceasefire, the establishment of a safe corridor, and the conduct of joint patrols on the M4/Aleppo-Latakia Highway.

In April 13, an officer and a soldier of the government forces were killed in mutual attacks between Ottoman Turkish-backed armed opposition factions, aka Syrian National Army (SNA), and the government forces as shelling in southern Idlib and western Aleppo continued.
