They simply aren't allowed to try them.
This even overrides the NATO treaty ratified by the Senate. Because usually we're not allowed to attack the territory of formally allied nations. It's a matter of great trust for US allies to put US bases and troops on their soil like we have with all our allies.
As the saying goes, the only thing more dangerous than being an American enemy is being an American ally.
