Remember Cynthia McKinney's district, was a top 10 USA example in its day.
It, literary drawn running down 1 side of the street to connect groups of voters.

For a visual of the absurdity (D) Gerrymandered US House Rep Districts,
all one has to do is a Duck2Duck:

"The Worst Gerrymandered Districts" click date (past year & Images).

It was and still is clear, given every one in the USA is equal under the law.
Then race should have nothing to do with how a district is drawn.

Lines should be drawn primarily based on registered Political Party of the voter. Then in numbers required for a House seat.

Otherwise, it does violate the US Civil Rights Act placing ANY race over another solely based on Color/Race.

Go to just about any US Metro and apply this simple rule. Then quickly see how many political party voters are being disenfranchised and not properly or legally represented.
