1 Evap issues are pretty common , especially in warmer water. Usually, ships just top off their tanks in port and resume operations. It’s not like they are operating in the middle of the Atlantic. Evaporator issues are a bigger issue for steam ships where water generation is split between boiler water and potable.

I raise the question again, like seen in other reads.

Is it crew members screwing up, and disabling things to avoid combat?

4 @3 Probably not. Partly because spending an extended time in a prison cell. Partly what has happened so far doesn't really prevent the USS Ford or HMS Dragon from operating if they really had to.
USS Ford is a new ship, so defects aren't unexpected. HMS Dragon was in the middle of maintenace when it was rushed back into service so it's possible a fix was rushed or not done.

8 Given the possibility of a genuine alibi for the HMS Dragon, the more fundamental issue for the depleted, sadly maintained Royal Navy, which is "is this all you have got" remains?
