1 As long as you have voting machines and mail-in ballots, the presence of ICE and troops won't make much difference.

4 The House is the judge of their own elections. If some state uses mail-in ballots or some other method where ballots are insufficiently secured, the House could refuse to seat that state's representatives-elect because they are not duly elected (b/c of the perceived lack of confidence in the results of their election). Perhaps senators-elect could be refused on the same grounds. Why not the electors at the electoral college too? Of course, the next election, if there was one, would be a doozy.
