When that happened the long-standing prejudice and funding constraints imposed by 'big army' become virtually inconsequential. The bad news; it codified already existing symbiotic relationships. Goldwater-Nichols altered SOF's command and control as a traditional US Army 'corps level asset.' Some would insist this was a good thing. Others, not so much.

9 The state and local fusion centers suffer from the age-old dilemma of the one-way information flow into the FBI/DHS/other-3-letter-agency coffers. Once the linkages begin with national systems, the product is classified and gets branded with ORCON/Agency limitations that keep the resultant intelligence products under tight control.

Ask anyone who ever fed the Bureau quality material and hit the classified gameboard dead-end. The core of the material was your agency's input but it got mixed with something from a national system and poof, SCIF-level restrictions and need-to-know controls.

I had really, really hoped after 20-25 years that the community had gotten over the "my johnson is bigger than your...." Have someone 'read-on' and designated for compartmented stuff, declass the docs, 'eyes only', or redact as necessary. Evidently the compartmentation disaster of 9/11 taught us little.
