3 In the Korean War the bulk of the casualties were borne by the South Korean army. Since then the South Korean army has been far larger than the UN contingent. The only difference has been that the US has backed them up with nukes. American forces in South Korea have been drawing down for a long while. If they're talking 'primary' role, I'd take that as South Korea attaining nuclear capabilities.
