1 There is always recourse but it will probably require violence. The legacy of European aristocracy still lives on and you know how that ended.

3 Cut all funds to Europe, including NATO. Remove all US forces. Put a 500% tarrif on all European imports. End all visas and restrict travel from Europe. Tell them it will only end when Europe acknowledges that it cannot place rules on Americans. If they don't learn, they collapse.

I give it three months.
