NY Legal code covering 1st degree Gang related Physical Assault Crime in the State of NY.

Penal Law Section 120.07
Gang assault in the first degree
A person is guilty of gang (note: 6+ were arrested) assault in the first degree when, with intent to cause serious physical injury to another person and when aided by two or more other persons actually present, then causes serious physical injury to such person or to a third person. Gang assault in the first degree is a class B felony in New York, and carries a maximum sentence of 25 years in prison, with a minimum required sentence of 5 years.

So why just 2 years?
