#1 UN investigators probing violations in Ukraine since Moscow's invasion warned on Monday that rhetoric broadcasted by Russian state media could amount to incitement to genocide.

Speaking before the UN Human Rights Council, the head of the investigation team, Erik Mose, voiced concern "about allegations of genocide in Ukraine."

"Some of the rhetoric transmitted in Russian state and other media may constitute incitement to genocide," he said, adding that the team was "continuing its investigations on such issues."

The Norwegian judge heads a three-person Commission of Inquiry, which was created by the Human Rights Council to investigate violations committed since Russia's full-scale invasion of Ukraine in February 2022.

In its first full report published in March, the team determined that Russian authorities had committed "a wide range of war crimes."

Mose said at the time that the commission was aware of accusations of genocide, including the forced transfer of Ukrainian children to areas under Russian control, and vowed to investigate.

Russian soldiers are being financially rewarded for extracting information from captured Ukrainians, a practice that is incentivising torture, a United Nations official has said.

Dr Alice Jill Edwards, the UN special rapporteur on torture, said Vladimir Putin’s troops receive a bonus of 10 per cent of their monthly salary if they capture a Ukrainian. That increases to 25 per cent if they are able to extract information or a confession, and 50 per cent if they turn a prisoner to working for the Russians.

Speaking exclusively to The Telegraph, Ms Edwards said: “Their method of doing this is through torture. It is through brutalising people. It is through humiliating and ridiculing people.

“These are not the actions of an entirely undisciplined military force but rather purposeful violence perpetrated against both civilians and prisoners of war [that amount to] state policy”.

Ms Edwards said the report she is preparing for the UN Human Rights Council, due to be delivered in March next year, will state that allegations of torture by Russian forces “were neither random nor incidental”.

Nobody gets all their articles posted, dear Enver Slager8035, where nobody includes the moderators. I deleted four of my own submissions yesterday before the midnight rollover, as it happens, and one more shortly after midnight when I noticed Fred had given us a better article on the subject, filed under a different heading. Quite a few of your submissions do make the cut, my dear, and we are pleased to include them.

#14 Let's look at Page 5 posts. It started out fairly well balanced with 2 summaries from both the Ukrainian and Russian sides. Today I see 8 posts from the Russian Regnum site alone. I am concerned when my posts did not show up.
