This goes way beyond "intelligence failure."
There's a mole in Mossad, probably quite high up. Don't say this can't happen because the head of counterintelligence for the FBI was a Russian mole.

4 The first Israelis to respond were civilians and reservists, converging on Southern Israel directly from wherever they happened to be that morning. They did not have IDF communications equipment.

The second wave was more of the same, somewhat better prepared. It was only the third wave that was made up of formal IDF units — absorbing whoever showed up at the base, regardless what Regular Army or Reserve unit they formally belonged to — with a plan that was pretty much Kill ‘em fast and get the border fence closed.
