Shouldn't any Terrorist Actions with the goal of inflicting mass death REQUIRE the Death Penalty? Thus nullifying the usual agenda drive Liberal DA's ability to accept pleas to lesser chargers? Which usually allows terrorists to later get out of prison in the future, then maybe try again.
