3 Now if they banned smart phones from teenagers like they ban guns, a lot of this could be reduced. Alternately, like the shut off button on gas stations, the management could have a very localized phone jammer to activate in case of similar events.

5 Start treating them as adults.
Issue them real Jail time, not probation. Or slap them in Juvy getting only 3 meals and a bed. No snacks, smart phones, Internet access and no TV.
