2 Saw it as early as the '70s in southern California.
Strong tech engineers jumping companies because they had already topped-out the salary ranges.
Tech was in demand and there weren't enough bodies.

3 /\ There appear to be work-arounds for the "topping out of salary ranges" at least in some government sectors. I might offer Dr. Antony Facci as an example.

Having worked a number of 8A set-aside Military contracts in the past. I noted the owners were usually figureheads, usually a minority (Non-white and/or Female).

Many times the actual day to day operations were done by their husbands, or non-DEI type persons that were hired as to actually run the operation/contract.

BUT!!!
It also paid off several times for me, as I worked a fair number of contracts placed on a 90 day Care/warning letters. Told to turn services around or leave.

5 #4 Reminds me of Soviet Union.
The bosses were always Aryan (Russian or Ukrainian), or "local cadres" in the republics. But the deputies were always Jews/Armenian.
Chief engineers Aryan or local, regular engineers - at least a few Jews, who were expected to carry "local cadres".

6 Ref #4: Yep, worked for one in Arlington, VA,"owned" by a Brazillian lady. Her husband was a retired USAF colonel. Aviation contracts with USI in Iraq and the Afg. The ultimate work-around.
