2 Clarification: the Mesquite plant is supposed to be a hot spin forging operation to make the "bullets" for 155s. No explosives involved, they get loaded elsewhere. Partnered with a Turkish company that aleady does this, they provided the machinery.
Then the Army changed the specs, decided they wanted a 'boat tail' round. Debacle ensued.
