1 I've liked the idea of a balanced budget amendment that a certain debt level can't be blown past (say 3%) unless in times of declared war. Along with that if congress failed its ONE constitutionally mandated job in passing a budget, all congressmen are barred from re-election and they lose all pensions and medical care after they leave office.

2 ...budget, nah. The appropriations need to be passed by the end of the fiscal year which is also set in stone so they can't move it. At the same time bar omnibus appropriations requiring each department to be so funded separately. As you note, not only barred from reelection but also any federal other elected position or appointment for a period of no less than 10 years.
