6 Correct me if I'm wrong but my understanding is that SCOTUS ruled a year or so ago that hobos can be incarcerated. Now it's politicians like Mamdani and Bass in LA who want to destroy our country who could put an end to this problem in a week or so but they make money on taxpayer funded NGO scams that supposedly house the homeless. It's all a scam.

Back 25+ years ago, a city of Chicago low prohibiting gang loitering was vacated by SCOTUS. It was on the basis of unconstitutional vagueness.

Since then States and cities have instituted laws with more specificity, e.g., prohibiting aggressive panhandling, erecting shelters in public spaces.

I'm pretty sure NYC has laws which could be used to manage this problem. The fact that they don't is because of municipal policy.
