3 Bring in a couple of thousand Gurkhas from the Indian Army and let them handle keeping the peace.

4 ^ My post was reasonably serious, the British Gurkhas have a pretty good reputation as peacekeepers, they smile a lot, they're polite, fair and impartial. I have no reason to think the Indian Army Gurkhas are any different.
