1 The SPLC. seemed to act as an FBI cutout doing things that the FBI couldn’t legally do themselves. Why did the FBI, a law enforcement bureau, want a relationship with an NGO for the purposes of doing illegal activities?

2 Other intelligence entities are firmly embedded in the Bureau. Using an NGO to change the direction of political events can be easily done with well placed operatives. We might view 6 Jan as an example.
