1 Cluster bombs aimed at civilian areas are terror weapons and outlawed per the Convention on Cluster Munitions.

Iran did not sign on to this treaty and neither did Israel or the USA.

However, Iran has obviously been making this type of weapon and using it. About a dozen missiles with cluster bombs have been fired at Israel. Only one was, apparently, at a military target.
