2 So they burned a cycle on 12 aircraft (landing, hours to A/B/C/D check, fuel, admin overhead, etc) for the price of letting a couple Bears exercise. If they keep doing that week after week eventually someone is going to get complacent.

Kinda like how the Chinese are pushing the Taiwanese and Japanese air forces to put way more hours on their aircraft and crew than budgeted.
