1 I did 30 seconds of digging and first article asks the question we are all thinking:

"But a leak from within the intelligence services has exposed the $210m price tag, unusual discounts, and questions over who is really pulling the strings in Bamako?"

Mali. But who is empowering Mali to make the purchase?

I recall Wagner aka Africa Corps has a presence in Mali.

2 Yes. Wagner was supposed to breeze in and fix all the problems the French with their long years of colonial experience in the region could not, bolstered by the superior Russian understanding of Third World necessities and shining Russian charisma. It turns out neither of those is actually a thing, at least as far as quarreling tribal Moslems are concerned, but Russian money still talks when it says things those tribal Moslems want to hear.
