The betting on the 'next best thing' has got to stop with those in charge fired or discharged. It would also help to do away with 'rotation' assignments in procurement (kicking the can down the road).

3 While a demoncrat might have interfered to get a shipbuilder in their district work, the design part of the problem shouldn't involve Congress. This is a problem that's been around for a while. When it's time for a major new piece of equipment, the people involved in the design can never seem to agree on a finalized design. 4 Obviously these are a bit more complex, but production of Liberty Ships reached a record of one every 43 days in 1943. I Believe one is still docked and can be toured on the Ohio Iver in Evansville, IN.

I suspect additional investigation of the USCG contract is warranted.

Correction: The ship in Evansville is an LST, not a Liberty ship.

7 Procurement issues have been going as long as I can remember.
*equipment is much more complicated
*equipment is expected to last much longer (25+ years for a frigate or above class ship)
*Fewer companies making the equipment
*Congress funding things the military doesn't want or need (see Ted Kennedy trying to get funding for GE aircraft engines the AF did'nt want or need)
