6 the pattern for government solutions to every social problem is the same. Lofty goals, lots of money thrown at bureaucrats to develop program details, initial goals and defined metrics, massive subcontractor and "expert" infiltration of the downstream money flow, fuzzy results that are increasingly unverified or manipulated...rinse, repeat and enlarge with friendly media puff pieces. Sound familiar?
