3 Post-1962 rumors stated the USSR did keep nuclear weapons in Cuba despite their promise not to do so. This was "just in case". US intelligence about USSR weapons and capability during the Cuban Missile Crisis was "out to lunch" -- e.g. the fact that USSR subs in Oct 1962 carried nuclear torpedos and had full authorization to launch as determined by each sub commander on the site (no need for further authorization from Moscow) - this fact was UNKNOWN to the USA until about 1992 when the successor to the USSR opened some of their military archives.
A side note to the breakdown of US intelligence and US-USSR international communications in Oct 1962. At the time the US Navy had depth charges of at least 2 classes: one class were meant to kill subs, the other, to serve solely as signalling devices to make noise and shake the subs up without damaging them. USA messaged the USSR to let them know US depth charges would first be the signaling ones. USSR never bothered to inform their sub commanders of this policy. When the Navy used them on Soviet subs off Cuba, the Soviet sub commanders could only assume the Navy was trying to destroy them.

4 Why? Russia already has nuclear missiles that can reach anywhere in the US due to boomer subs unlike the 60s. They can put nukes in Cuba for all I care now. Most of them most likely won't work anyway and we can just park another couple Ohio class boomers off Russia's coast as a counter.
