1 Is that speech for foreign consumption or domestic? I doubt that they could have repaired very much and not this quickly. A blown up piece of military equipment isn't exactly fixed by grabbing some spare parts out of a bin.

2 The Chinese and Russians have been sending technicians and parts recently, so there's that.

3 Either they used bailing wire to put it together, or Chinese techs are imbedded deeper than we know and parts and new weapons are flowing freely from China.

I bet the reality is somewhere in the middle.
