2 That's been an ongoing problem since the end of the Vietnam era. It doesn't help when everyone is pushing gee-whiz tech requiring $$$ in development that smaller businesses can not compete with.

Palantir, and Anduril, all had to sue the government for their first big contract because the rules were written in a complex way to defend the incumbents that was very hard for new companies to get in

Congresscritter are wonderful to create such complexity for some unknown reason. /sarc
