6 New York vs. Donald Trump showed that the government can and will arbitrarily set property values based upon one's favorability within the government.

So maybe can't tax a property owner for leaving, but call it a "Good Riddance Valuation" which would go something like, that person was a nuisance to the local property value, so said property now for-sale is worth x times more than the market value, and subject to that new amount in sales tax (plus service charges etc.), or because property owner has declared residency in another state yet still holds the property, continue to pay property tax on said increased value as well as risk property being declared as vacated and subject to 'reallocation to the uses of the people'.
