Not mentioned in the article; Congress critters and Hill bureaucrats did not WANT to evacuate to Dulles in the case of an emergency. National Airport was much closer. Consequently, you have an DoD/Army Aviation contingency mission from hell.

4 Just close Reagan National airport to all civilian aircraft activity. If Congresscritters want to use it for their "evacuations", let them pass legislation to justify that.
