[ZeroHedge] Ekelekamchukwu Alphonsus Ngwadom, 61, received a suspended sentence requiring three years probation and $72,014.66 in restitution after pleading guilty to twenty-seven felonies in regards to hundreds of Medicaid claims for children’s therapy he fraudulently filed in 2020 and 2021 at his Raleigh practice, Almarch Counseling.
It was during this same period that Ngwadom was crowned King or “Eze” of the Mbubu-Amiri kingdom in Nigeria’s Imo State, according to a local news source which also identified him as the Chairman of African Diaspora Coalition of North Carolina and Professor of Psychology and Sociology at the University of Mount Olive. (There are many such “traditional rulers“ recognized by and holding limited power under the Federal Republic of Nigeria).
Ngwadom is listed as the Director of Partnerships and Development for Nigerian Mental Health Practitioners USA and a member of the Board of Trustees of the Nigeria-American Institute for Mental Health.
Records show Ngwadom resides at a Garner address and has voted in Johnston County since 2008.
INVESTIGATION AND PROSECUTION
According to a search warrant obtained by the Medicaid Investigation Division of the North Carolina Department of Justice, Ngwadom’s practice was flagged by Alliance Health, the manager of the NC Medicaid plan for counties including Wake, Johnston, and Durham.
Ngwadom’s fraud was revealed when a legitimate claim for therapy was submitted for one of the children for which he had filed fraudulent claims, and it was discovered that the family had never received services from Ngwadom or Almarch Counseling.
In the ensuing investigation into the “overlapping services,” a total of 210 fraudulent claims were identified involving children from three families who never receiving services from Ngwadom or Almarch Counseling:
fifty-two claims for two minor children for a total of $3,037.28
one hundred and three claims for three minor children for a total of $8,476.88
fifty-five claims for two minor children for a total of $3,529.46
At sentencing, the state prosecutor explained that Ngwadom had met these families through an after-school program in the years prior to the pandemic, as reported by the News & Observer.
Although the search warrant was obtained and executed in 2022, the charges were not filled until January 2025.
The total amount of fraudulent claims submitted by Ngwadom totaled $72,014.66 across 27 Medicaid recipients between February 18, 2020, and March 18, 2021, according to a press release by Attorney General Jeff Jackson.
Ngwadom plead guilty to twenty-seven counts of obtaining property by false pretenses, a Class H felony, and received a sentence of 6-17 months incarceration, which was suspended with the following conditions:
three years probation
ninety days house arrest
surrendering professional license
one hundred hours community service
$72,014.66 in restitution
ZERO STARS: STATE INSPECTIONS FIND REPEAT DEFICIENCIES AT ADULT CARE FACILITY
Outside of his counseling practice, Ngwadom’s five-bed adult residential care facility Almarch Family Care in Rocky Mount has racked up numerous statements of deficiency and penalties from the NC Division of Health Service Regulation which licenses and inspects such facilities, which assigned AFC a rating of zero out of four stars at seven out of the last eight inspections.
RALEIGH PROVIDER RECRUITED REFUGEES FOR MEDICAID SCAM
Although perhaps not as prevalent as the recently publicized Somali scams in Minnesota, Ngwoma is not the only Nigerian to be charged with Medicaid fraud relating to “therapy” services in the Raleigh area, with a recent case matching a pattern of fraud enabled by modern immigration and welfare policy.
An investigation into the billing practices of “Our Treatment Center,” a Medicaid provider in Raleigh, resulted in the conviction of seven “mental health practitioners,” according to a June 2025 press release by the U.S. Attorney’s Office, Eastern District of North Carolina, with at least three of the fraudsters appearing to have African origins:
Pius Ondachi (Kenya), Licensed Clinical Mental Health Counselor
Ifeoma Ezugwu (Nigeria), Licensed Clinical Social Worker Associate
Queensly Onuzulike (Nigeria), Licensed Clinical Social Worker
The charging documents allege that OTC recruited “refugees” in North Carolina in order to fraudulently bill Medicaid for providing “social assistance” to the “indigent” foreigners for services not covered by the welfare program, including:
assistance with reading and understanding mail
understanding the American legal system
assistance with English as a second language
transportation to grocery stores, the Division of Motor Vehicles, and other appointments
Ondachi and Onuzulike are alleged to have helped recruit the refugees, obtaining Medicaid Identification Numbers and personally identifiable information from entire households of refugees with the promise of this “assistance with social needs.”
The scheme then involved fraudulently billing these services to Medicaid as “psychotherapy,” with Ondachi, Ezugwu, and Onuzulike each being accused of fabricating psychotherapy notes to justify billing for these non-psychotherapy services, and altering the dates/times of the services provided to meet the Medicaid coverage limitation of only one hour of psychotherapy per patient per day.

In a major escalation of federal oversight, audits by the Centers for Medicare and Medicaid Services (CMS) under the Trump administration have determined that California must repay more than $1 billion in improperly claimed federal Medicaid funds tied to healthcare for illegal aliens.
But California is already broke…
The findings highlight California’s role as the "biggest culprit" among several blue states—including Illinois, Washington, Oregon, Colorado, and the District of Columbia—that collectively face demands to return $1.35 billion in questioned reimbursements.
The revelation, first highlighted in a Fox News alert on Monday, underscores the ongoing fiscal strain caused by the state’s decision to extend full Medi-Cal coverage to all "undocumented migrants", a move that has ballooned costs to the near point of fiscal insolvency.
According to the CMS preliminary audit conducted in late 2025, California alone accounts for the lion’s share of $1.35 billion in improper federal reimbursements across several blue states. The audit found that these funds were used to subsidize non-emergency healthcare for non-citizens violating federal restrictions that limit Medicaid reimbursements to emergency services only for non-citizens without satisfactory immigration status.
Fox News reported that the Trump administration, through CMS Administrator Dr. Mehmet Oz, is aggressively pursuing recovery of these funds, labeling the expenditures a "terrifying reality" of taxpayer dollars being diverted to support illegal immigration. Oz’s office emphasized that California was the "biggest culprit," with over $1 billion in questioned costs, some of which allegedly benefited individuals with violent criminal records.
The California Globe has extensively covered the fiscal fallout from Newsom’s Medi-Cal expansions. In 2022, the governor expanded coverage to undocumented seniors, and by January 2024, the program was opened to all undocumented immigrants regardless of age. This led to a massive enrollment surge, with an estimated 1.7 million non-citizens now on Medi-Cal rolls—representing about 11 percent of total participants. Costs have skyrocketed to nearly $10 billion annually, far exceeding initial projections and contributing to a $6.2 billion Medi-Cal deficit in early 2025.
Recent reports showing Medi-Cal is basically insolvent—costing taxpayers $23 billion over 2 years, forcing Newsom to get both an emergency loan and a bailout during the Biden administration.
Republican lawmakers and analysts have long warned of this outcome.
"We warned him," said Senator Brian Jones (R-San Diego) in a statement. "I urged the governor to immediately freeze his reckless Medi-Cal expansion for illegal immigrants a year and a half ago, before it buried our healthcare system and bankrupted the state. Had he listened, we wouldn’t be in this crisis—breaking promises, scrambling for loans, and cutting services for legal Californians just to keep this broken program afloat. Let’s be clear: Democrats are prioritizing illegal immigrants over citizens. With a massive deficit largely driven by this policy, our focus should be on preserving Medi-Cal for those it was originally designed to serve. Even Governor Jerry Brown understood this was a bad idea and refused to go down this path. After seven years of reckless expansions, Newsom is now backtracking to the same position Brown held from the beginning. It’s time to end the political games, immediately freeze this program, and restore Medi-Cal to serve those who are here legally."
The Legislative Analyst’s Office (LAO) has projected that illegal alien healthcare now accounts for one-fourth of all state Medi-Cal spending, dwarfing allocations for law enforcement.
"California is financing its expansion of Medicaid to illegal aliens by implementing a budget gimmick to draw down increased federal funding, placing American taxpayers on the hook for the free health care California is giving to illegal aliens," the Congressional Budget Committee revealed.
This isn’t the first time California’s handling of federal Medicaid funds has come under scrutiny. A 2024 audit by the U.S. Department of Health and Human Services Office of Inspector General (OIG) found that the state improperly claimed $52.7 million in reimbursements for payments to illegal aliens. The OIG criticized California’s outdated proxy methodology, which failed to accurately exclude non-emergency costs, recommending periodic reassessments that the state has yet to fully implement.
The OIG’s earlier report recommended that California refund the $52.7 million and reassess its proxy system, but as of January 2026, no formal repayment has been confirmed.
Last November, California’s Department of Health Care Services (DHCS) pushed back, insisting that the state is not misusing federal funds and that its Medi-Cal expansions comply with regulations. A spokesperson for Governor Newsom echoed this, stating that the program uses state funds to cover non-emergency services, while federal dollars are appropriately limited to emergencies.
Federal officials have not issued new public announcements since the 2025 audit findings, but HHS Press Secretary Emily Hilliard affirmed the administration’s stance: "Protecting Medicaid from waste, fraud, and abuse isn’t optional—it’s the law. Every dollar misspent on illegal health care spending is a dollar taken from vulnerable Americans. Federal law forbids using Medicaid funds for illegal immigrants, yet several Democrat-led states did it anyway. The Trump Administration won’t tolerate it. CMS is auditing aggressively, recovering every dollar, and holding states accountable."
Attempts to reach Governor Newsom’s office for comment were unsuccessful due to the holiday. We will reach out to the Governor’s office on Tuesday.

[JustTheNews] Republicans are now on the investigative prowl and sounding increasingly confident they can find and prove there was an intentional strategy by Democrats to hijack elections and manipulate apportionment in deep blue states like Minnesota.
As the magnitude and complexity of Minnesota’s Somali immigrant welfare fraud scandal come into clearer focus, Republicans in Congress are more boldly talking about it being part of a larger scheme by Democrats to use illegal immigrants and purported refugees to hijack federal elections and manipulate apportionment that determines Americans’ congressional representation and federal funding.
The Republicans' argument goes like this: Democrats reversed Donald Trump’s related first-term executive orders and ensured that noncitizens, including illegal immigrants, were counted into 2020 U.S. Census. Then-President Biden opened the southern border so that millions of illegals could flood the country in just a few years.
Next, liberal nonprofits helped move those migrants from the southern border red states, where they were not particularly welcome, to "sanctuary cities" in Democratic-run cities in the election battleground states and helped them enroll in welfare at the taxpayers' expense.
And finally, Democratic leaders, like failed vice-presidential candidate Minnesota Gov. Tom Walz, they say, failed to act — or even worse, looked the other way — when evidence emerged that non-citizens were defrauding those safety net programs by the tune of billions of dollars. And liberal judges blocked efforts to stop or punish the fraud.
COMER: "A COORDINATED EFFORT"
But Republicans are now on the investigative prowl and sounding increasingly confident they can find and prove it was an intentional strategy.
“No question. One hundred percent, this was a coordinated effort to get more Democrat voters into these states,” House Oversight Committee Chairman James Comer, R-Ky., who is taking the lead in his panel investigating the fraud scheme, told the Just the News, No Noise television show this month.
Comer rattled off statistics his committee has already dug up to make the case in Minnesota, where Democrats have now won most of the statewide offices for more than a continuous decade. Prosecutors now estimate half of the $18 billion in federally funded welfare in that state was lost to fraud over the last few years.
86% OF SOMALI IMMIGRANTS ON MEDICAID, FOOD STAMPS AND OTHER ENTITLEMENTS, COMER SAYS
“In Minnesota, 86% of the Somalis are on Medicaid,” he said. “That is free healthcare. You don't pay one penny into it like we pay into Medicare. All that Medicaid is free healthcare. So 86% of the Somali population of Minnesota gets full free healthcare, in addition to food stamps, housing and transportation and obviously daycare and things like that. So this is completely an effort to create a huge voting bloc.
Democrats' success in the state is “because of this Somali population,” Comer added. “Not only do they vote, they now contribute a lot of money to Democratic candidates. And I think a source of this money is probably a lot of these fraudulent schemes taking place.”
Sen. Rand Paul, R-Ky., the Senate Homeland Security Committee chairman, is taking the lead in the senior legislative chamber, investigating blue state fraud and its ties to Democratic political strategy. He too, sees strong early evidence of a concerted effort to use illegal immigrants and refugees to hijack elections and federal funding, and has just introduced legislation to outlaw welfare to refugees.
“It's not just welfare dependency. It's actually a scam, and they're stealing the money,” Paul told Just the News.
PUBLIC CHARITIES SHIRKING RESPONSIBILITY PART OF THE PROBLEM, PAUL SAYS
Paul is focused on the role that liberal-leaning nonprofits played in securing billions in taxpayer money from the Biden administration to help move illegals from the southern border to blue sanctuary cities in the battleground. Paul hopes his legislation will shift the burden of supporting those non-citizens back to the charities who helped create the crisis.
The Center for Renewing America, a 501(c)(3) organization focused on "America First" research and policy development, reports that some of those non-profits include the United States Conference of Catholic Bishops, Catholic Relief Services, the Hebrew Immigrant Aid Society, the Central American Resource Center and the International Organization for Migration, a UN-backed NGO with the stated goal of “facilitating pathways for regular migration,” among others.
“People say, ‘Well, gosh, these poor people come from war-torn areas. How will they survive?’ Well, they will survive the way we traditionally did when we admitted people. If you sponsor them, they're your responsibility,” Paul said. “So you have many of these church charities involved with bringing people here, and then the church charity thinks that charity involves signing them up for welfare. If your charity brings them here, and they can't, they aren't working enough to have food you feed them. It's charitable to give your own money. It's not charitable to take someone else's money.”
“If you look at the overall scheme of things, we're $2 trillion in the hole. We can't take care of our own, much less admitting hundreds of thousands of new people,” he added.

The Biden administration grappled with research suggesting natural immunity was more effective than COVID-19 vaccination shortly before federal vaccine mandates in 2021, admitting the rigor of the massive Israeli study and worrying it might undermine its promotion of one-size-fits-all vaccination, newly released emails show.
The [Israeli] study, then a preprint that hadn't gone through peer-review, showed natural immunity was 13 times more protective than Pfizer vaccination against reinfection and 27 times more protective against symptomatic COVID.
The Freedom of Information Act production to Protect the Public's Trust, shared with the Daily Caller News Foundation, gives the most compelling evidence to date that federal officials knew their pending mandates were scientifically shaky yet repeatedly asserted in public – misrepresenting federal research – that natural immunity couldn't match vaccine-acquired immunity.
The emails add heft to prior claims by a now-former Food and Drug Administration adviser, going back four years, that the feds ultimately rejected natural immunity as an exemption to vaccine mandates for bureaucratic reasons and kept pushing vaccines on all ages and conditions for the sake of simpler messaging, not science.
They also reaffirm the glaring lack of rigorous research by U.S. institutions on basic questions about SARS-CoV-2 and treatment outcomes, with many of the most important findings coming from abroad. The abnormally high risk of heart inflammation in young people post-vaccination, for example, emerged from Israeli data and institutions.
It's just "more evidence that the public health bureaucracy was ripe for a thorough housecleaning," Protect the Public’s Trust Director Michael Chamberlain told DCNF, blasting officials for trying to "bury what didn’t fit their preferred narrative" and Americans' reliance on "Israeli research for their health information" despite billions in federal funding.
FAUCI: NATURAL IMMUNITY 'POSSIBLY LIKELY' BETTER AFTER 'SERIOUS SYSTEMIC INFECTION' Paul Offit, director of the Vaccine Education Center at Children's Hospital of Philadelphia, let it slip in a podcast four years ago that top Biden administration officials met with him and other "immunology and virology types" to discuss a possible exemption for natural immunity ahead of COVID vaccine mandates in 2021.
While the pediatrician and vaccine inventor told Just the News the meeting's importance had been exaggerated, Offit elaborated after the 2024 election on the 2021 meeting's details, telling the same podcast "we all basically agreed" on an exemption but "the question was, bureaucratically," how to verify natural immunity.
He also said Dr. Anthony Fauci, then-director of the National Institute of Allergy and Infectious Diseases, told him at a 2023 meeting that the feds didn't target "high-risk groups" for vaccination because that was too "nuanced" and some at high risk wouldn't get jabbed unless everyone was told to do it.
The Department of Health and Human Services didn't approve Offit's paperwork for a two-year extension of his service on the FDA's Vaccines and Related Biological Products Advisory Committee, MedPage Today reported last fall. Offit recently made the puzzling claim that half of America has hepatitis B, whose vaccination he strongly supports at birth.
He's a vocal critic of HHS Secretary Robert F. Kennedy Jr. but also repeatedly questioned Biden administration COVID vaccine recommendations, especially boosters for low-risk groups and an annual shot, and criticized Biden officials for withholding data from VRBPAC.
The newly revealed emails show Fauci telling colleagues including Surgeon General Vivek Murthy, National Institutes of Health Director Francis Collins and Centers for Disease Control and Prevention Director Rochelle Walensky that the Israeli study of nearly 800,000 people, which got wide visibility in Science, was "rather impressive."
The study, then a preprint that hadn't gone through peer-review, showed natural immunity was 13 times more protective than Pfizer vaccination against reinfection and 27 times more protective against symptomatic COVID.
Murthy asked how the Israeli study fit with the CDC's in-house Morbidity and Mortality Weekly Report study of a few hundred Kentuckians with prior immunity, which found vaccination reduced reinfection risk more than natural recovery. (The Biden administration often used MMWR, also not peer-reviewed, to push weak research that justified its policies.)
FDA Commissioner Marty Makary, then a medical professor, mocked the feds for "fishing" for a study to justify its COVID policy on Fox News. A month later, he wrote a Washington Post op-ed touting the Israeli study, which Makary said affirmed earlier findings from Cleveland Clinic and Washington University studies, and scolding Collins for saying the opposite.
Fauci, who based his "rather impressive" conclusion on the Science summary, touted the Israeli data "despite the caveat that it is a retrospective study and the testing was voluntary."
He speculated that people with asymptomatic or mild infections wouldn't have better protection against reinfection than the "fully vaccinated" – two mRNA doses, even then associated with heart inflammation – but "it is conceivable and possibly likely" that recovery from "serious systemic infection" is more protective than full vaccination.
Fauci also used "really rather impressive" to describe findings from a different Israeli study, sent directly to CDC Covid Response Chief Medical Officer John Brooks, that a booster restored waning vaccine effectiveness in Pfizer two-dose recipients. Fauci asked NIAID colleagues to evaluate Brooks' concern that the effect was too "potent" for the short timeframe.
BOOSTER RESTORES WANING PROTECTION, BASED ON 'FOUR SUBJECTS ONLY'
Collins called the natural-immunity study "somewhat puzzling" because it seems "well-designed" but the 13-times difference suggests the naturally immune didn't have "really serious prior systemic infection" and "may have been less likely to seek testing." He emphasized the Israeli and Kentucky studies both found a post-infection dose improves protection.
"Does CDC have a ready meta-analysis of all of the studies that have compared the immunity from natural infection to vaccination?" Collins asked. "Most of us have been saying up until now that vaccines are actually better for providing immunity – what does the overall synthesis of the data now say?"
Collins' private posture toward immunity from infection versus vaccination is far more measured than his aggressive response to the Great Barrington Declaration, whose authors he sought to marginalize in scientific discourse for urging "focused protection" against COVID rather than one-size-fits-all restrictions. Two authors now serve in the Trump administration.
A few days later, Brooks provided a lengthy roundup of research that he admitted was "not a meta-analysis" and questioned whether "we have enough data of the same type yet to embark on a meta-analysis.
The Israeli paper on natural immunity shows "something is going on here" but so does the Israeli booster paper, Brooks said, before describing a third study on antibody titers following natural immunity versus vaccination. The latter's titers "peak higher" but "decline more swiftly" than the former's after six months: up to 40% a month versus under 5%.
"The good news here is that boosters look like a solution," Brooks said, citing research that found vaccination after infection "produces a larger and more durable antibody response" and a booster following two doses leads to "substantially increased neutralizing antibody levels," though he cautioned the latter was based on "FOUR SUBJECTS only."
The takeaway is both "vaccine and infection are immunizing," and while the latter seems more durable "we want to avoid infection-induced immunity; comes at too great a cost and vaccination is safe," Brooks said. "May[be] this will be a three-dose vaccine after all… [sic]."
He gave senior officials talking points on how to respond to claims that vaccines aren't needed in light of natural immunity's effectiveness.
"We only have epidemiologic data on both forms of immunity out to about 6 months, and we don’t know how much longer and how well infection-induced immunity may protect (i.e., how durable that immunity is)," Brooks said.
He noted the suspiciously positive Kentucky results the CDC touted were undermined by the Israeli paper that found lower risk of reinfection post-vaccination was "non-significant."
Protect the Public's Trust had filed a "scientific integrity" complaint with HHS about the CDC's false promotion of the Kentucky study as comparing vaccination with natural immunity alone, rather than vaccination versus no vaccination after infection.
While the first sentence of the press release correctly described the two groups as each having prior infections, the headline and second sentence falsely said it showed vaccination offers "higher protection" than previous infection.
[Politico] Senate Minority Leader Chuck Schumer, along with a Democratic Senatorial Campaign Committee memo shared with POLITICO, laid out their strategy for Democrats’ path back to the majority.

In an interview, the New York Democrat called North Carolina, Maine, Ohio, and Alaska "the four states we have to pick up to win back the Senate." Two other offensive targets, Iowa and Texas, didn’t make Schumer’s core list, but they’re "very possible" pickups, he said. To retake the Senate, Democrats must also defend states they currently hold, including Sen. Jon Ossoff (D-Ga.), and open races to replace retiring senators in Michigan and New Hampshire.

My concern with Ohio is that DeWine may be proven a smaller version of his friend Tim Walz with regard to overseeing immigrant corruption. Husted is associated with DeWine and Sherrod Brown was an Ohio Senator for many years. He is electable.
