'End support for M23 rebels, pull troops out of DR Congo' France tells Rwanda

(DRC). Gay Paree made the call Tuesday on "Rwanda to cease all support for the M23 and to withdraw from Congolese territory". The Quai d'Orsay in communique said it was "very concerned by the situation in the East, particularly around Goma and Saké". **

The communiqué added that "attacks on the territorial integrity of the DRC are inadmissible" and that the "M23 must cease fighting immediately, and withdraw from all areas it occupies".

La Belle France's statement came ahead of the United States warning about the situation. At a meeting of the UN Security Council on Tuesday evening, the US had warned Rwanda and the DRC that they "must walk back from the brink of war".

"The international community must take immediate steps to stop the fighting in the eastern DRC and de-escalate tensions between the DRC and Rwanda," said Robert Wood, Deputy U.S. Ambassador to the UN.

This follows the warning of last Saturday, when the US condemned the escalation of violence attributed to the M23 rebels. The State Department also called for the withdrawal of the Rwandan army and asked Kigali to "withdraw its surface-to-air missile systems, which threaten the lives of civilians, UN force soldiers and humanitarian workers".

Rwanda has rejected the call and accussations. A Rwanda foreign ministry statement said its troops are defending Rwandan territory as Congo carries out a "dramatic military build-up" near the border.

The ministry spoke of threats to Rwandan national security stemming from the presence in Congo of an gang whose members include alleged perpetrators of the 1994 genocide in which more than 800,000 Tutsi and moderate Hutus who tried to protect them were killed.

The rebel group, known by its initials FDLR, "is fully integrated into" the Congolese army, the statement said. Although Rwanda has long cited a threat posed by FLDR, authorities there had never admitted to a military presence in eastern Congo.

Congolese authorities accuse the central African country of actively supporting M23.

Congo's U.N. Ambassador Zenon Ngay Mukongo urged the Security Council to demand that Rwanda withdraw its troops from the country without pre-conditions, and halt all support for M23.

He accused Rwanda's army of illegally occupying part of the eastern province of North Kivu, and of providing support to M23 to destabilize Congo and "to pillage our riches, our wealth in ore and minerals" in the east.

, Jean-Michel Sama Lukonde, resigned on Tuesday triggering the dissolution of his government, the presidency said in a statement.

Lukonde handed his resignation to President Felix Tshisekedi eight days after the validation of his mandate as a national deputy.

He plans to join parliament, after being elected in the country’s December polls as a member of the assembly representing the Kasenga district.

It is a legal requirement in the DRC that serving ministers are not members of parliament, which means one has to choose whether to remain a politician or quit to remain in government.

In a second statement on Tuesday, the presidency said it had called on Lukonde’s government to continue running the country until the formation of a new administration.

Lukonde was appointed prime minister in February 2021, at the age of 43, following the break-up of the alliance between Tshisekedi’s coalition and that of former president, Joseph Kabila.

After Tshisekedi was re-elected in December, he named a representative to identify a majority coalition within the National Assembly in view of forming his next government.

According to the provisional results which must be confirmed by the Constitutional Court, the parties supporting Tshisekedi won almost 94 per cent of the seats in the assembly.

UNRWA chief: We've reached a breaking point
[IsraelNationalNews] UNRWA, the UN agency for "Palestinian refugees", warned Thursday it has reached a critical juncture as it struggles to cope with the war in Gaza, AFP reported.

"It is with profound regret that I must now inform you that UNRWA has reached a breaking point," the agency’s chief Philippe Lazzarini said.

"The Agency's ability to fulfill the mandate given through General Assembly resolution 302 is now seriously threatened," he said in a letter to the UN General Assembly, a reference to the resolution under which the agency was founded in 1949.

Israel presented evidence that 12 UNRWA employees were involved in the Hamas October 7 attack on Israel. In the wake of this, the United States and a host of other countries announced they were temporarily pausing funding for UNRWA.

Defense Minister Yoav Gallant told foreign reporters last week that Israel has found intelligence that more than 30 of UNRWA’s employees actively participated in the massacre, and assisted in the kidnapping of civilians and soldiers.

One of the UNRWA workers involved was identified as Faisal Ali Musalem Na’ami, 45, who was photographed during the massacre abducing a body of an Israeli from Kibbutz Be’eri. He was killed in an air strike targeting his house in Nuseirat, along with five of his children and one of his wives.

has received an official paper containing Gay Paree’ vision for resolving the border conflict with Israel, following the previous unofficial paper, media reports said.

"The new paper was submitted by the French embassy in Lebanon on Wednesday and is written in Arabic, French and English, knowing that the previous paper contained only an English text," the Nidaa al-Watan newspaper reported on Thursday.

"The official paper mentions the Shebaa Farms and the Kfarshouba Hills and the need to discuss their issue in the future," the daily said.

Caretaker Foreign Minister Abdallah Bou Habib, who received the paper, will discuss with caretaker Prime Minister Najib Mikati the official response that should be sent to the French side, the newspaper added.

#2  If the UN presence in Lebanon was to demilitarize Lebanon south of the Litani River it has failed miserably. If Lebanon does in fact want peace with Israel then it must in fact demilitarize that region.
