Afghanistan
Daily Evacuation Brief April 29, 2023
[AfghanDigest] LAST 24 HOURS
  • THE UN SECURITY COUNCIL SANCTIONS 2 ADDITIONAL ISIS-K LEADERS FOR ROLES IN KABUL AIRPORT BOMBING IN 2021 – ISIS-K spokesman Aziz Azam and Maulawi Rajab (a leader) were sanctioned on Wednesday during a UNSC committee meeting. Both are Afghan nationals and their current locations are unknown.

  • A SERIES OF ATTACKS IN KHYBER PAKHTUNKHWA SEEN AS A RIPOSTE TO GOVERNMENT COUNTER-TERRORISM OPERATIONS – In the span of an hour, 6 separate attacks took place in Lakki Marwat, Bannu, Tank, and North Waziristan Districts. The timing and targets of the attacks suggest a coordinated and detailed planning effort among the TTP and potentially other terrorist organizations. Sources in Pakistan say the barrage was meant to send a message to the people of Pakistan that these groups were far from being defeated. Several casualties have been reported on both sides but the information is jumbled and will take some time to unravel. Security forces remained active throughout the night and a source says they have cornered approximately 15 militants (said to be TTP) in an undisclosed location.

  • CSTO WORKING GROUP ON AFGHANISTAN MEETING CONCLUDES – The member states released a joint statement that voiced concerns over ‘unfavorable trends in the security situation’ in Afghanistan. Of particular concern was the perceived growth of both terrorist and narcotics organizations. The chief spokesman for the Taliban rejected the statement by the CSTO and contends the country is now safer than at any time in recent history. The meeting marked the 37th time the nations have met to discuss the situation in Afghanistan.

  • RESISTANCE OPERATION REPORTED YESTERDAY IN NANGARHAR ATTRIBUTED TO THE AFGHANISTAN LIBERATION MOVEMENT – The operation reported in yesterday’s Conflict Tracker that is thought to have taken place near Torkham and which resulted in the deaths of 6 Taliban (5 others wounded) was planned and carried out by the ALM. The group is said to be currently conducting follow-up operations against several Taliban security checkpoints in the Province. The ALM has been fairly successful with its military operations so far in 2023 and appears to be the most active Resistance group since January.

  • COVID-19 RESURGENCE A CONCERN FOR HEALTH WORKERS – Some independent sources have alleged that 1,500 cases were lodged in the past week alone. A resurgence of the pandemic in Afghanistan is thought to be a worst-case scenario for the populace as nutrition has suffered from the precarious economic situation in the country over the past 19 months and many believe that people are more vulnerable. The situation could rapidly worsen as health workers are in short supply and treatment facilities have been described as ‘hollow buildings that are more like morgues than hospitals’. The ban on female aid workers has severely hobbled the abilities of international aid agencies to respond to a new and deadly wave of the virus.

CONFLICT TRACKER
Zabul: A team from the Afghanistan Liberation Movement (ALM) is said to have ambushed the Taliban police commander of Shahjoy (Maulvi Khattab) and killed him as he was journeying to Ghazni.

NEXT 24 HOURS
RESISTANCE GROUPS FOCUSING EFFORTS ON TALIBAN SECURITY CHECKPOINTS – Some Resistance groups have stated intentions to launch fresh attacks against Taliban security checkpoints in the coming days. It is believed that most of these attacks will focus on vehicle checkpoints along roads and will not take place in urban areas. A source with one Resistance group says the Taliban have become complacent in many of these postings and have not made security improvements over the winter months. The source went on to say that many of the security vehicles in use have begun to break down and a shortage of batteries had caused the Taliban to steal batteries from non-combatants in some areas. A decision had been made to conduct hit-and-run operations against these dispersed locations. At-risk Afghans who may be traveling along these routes should avoid stopping at the checkpoints for a prolonged period of time.

#1  Reportedly, former chief of state Bashir and long time ally Nafie Ali Nafie have escaped from prison. Both were international outlaws. In the early 1990s, al-Bashir appointed Nafie chief of internal security. Next to Hasan al-Turabi, he was the most powerful of the circle of civilian Islamists. He was known for running 'ghost houses' where torture was common.
Nafie had first made contact with Iran shortly after Khomeini came to power. He continued that relationship when Bashir took over. Working out of Khartoum, he was directly involved in the movement to Somali radicals who used them on American military in that country.

India-Pakistan
India arms Hindu militias to combat Kashmiri fighters
[Dawn] Brandishing a bolt-action rifle, civil servant Sanjeet Kumar is one of 5,000 Kashmiri villagers who have joined all-Hindu militia units armed and trained by Indian forces to fight off attacks.

Delhi has more than half a million soldiers permanently stationed in parts of held Kashmir, as the Hindu nationalist government presses a bid to crush anti-India fighters.

Authorities announced the new militias last year, and a deadly assault in Kumar’s village in January prompted him to sign up. “We were totally terrorised by the attack,” the 32-year-old municipal worker in the electricity department said.

Wearing a saffron-coloured tilak on his forehead to mark himself as a member of the Hindu faithful, Kumar said he was ready and able to defend his home. “Anyone who turns a traitor to our nation is my target,” he added.

Villagers fear move will only exacerbate occupied territory’s woes

‘ONLY ONE COMMUNITY’
India has fought against the freedom groups demanding the Muslim-majority territory’s independence, or merger with Pakistan, in a fight that has claimed tens of thousands of lives.

The new militia units, known as Village Defence Guards, were unveiled last year in the wake of a string of murders targeting police officers and Hindu residents of India-held Kashmir.

The scheme has been broadly popular among the region’s Hindu residents, but Muslim villagers are concerned the militia will only exacerbate occupied Kashmir’s woes.

“My worry is about the way weapons are now being distributed among only one community,” said one elderly Muslim living in Dhangri, who asked not to be named. “Now weapons are being brandished around by young ones. This is not good for any one of us. I sense a growing tension,” he added.

CONSTANT STATE OF ALERT
Many residents of Dhangri, the remote hamlet where Kumar lives, are still grief-stricken by the attack that claimed the lives of seven of their neighbours.

“With or without the weapons, we’re terrorised,” said farmer Murari Lal Sharma, 55, as he cradled his loaded 303 calibre rifle. “But now I will fight back.”

One Indian paramilitary officer said the newly armed villagers were on such a constant state of alert that his unit informed them beforehand of their night patrol, so that they were not accidentally mistaken for the Kashmiri fighters and fired upon.

“The purpose is to create a line of defence, not a line of attack,” Kanchan Gupta of India’s information ministry said.

India first created a civil militia force in held Kashmir in mid-1990s as a first line of defence when the armed resistance against Indian rule was at its peak.

About 25,000 men and women, including teenagers, were given weapons and organised into village defence committees in Jammu region.

Rights groups accused members of these committees of committing atrocities against civilians. At least 210 cases of murder, rape and extortion blamed on the militias were prosecuted, official records show — though less than two per cent of defendants were convicted.

Gupta said that these cases were individual acts and there was no record of organised crime by the militias. “There is always a chance that a few may turn rogue,” he said. “It’s not possible to control everyone.”

Most of the committees became dormant as Indian troops gradually throttled the resistance and the security situation improved.

‘NOW THERE ARE GUNS’
This time around, militia members are warned by trainers from the paramilitary Central Reserve Police Force (CRPF) that they would be punished for misusing their rifles. “Alongside training them in firing, maintenance and cleaning of the weapons we also tell them what legal action will be taken for misuse,” CRPF spokesman Shivanandan Singh said.

Three people have nonetheless been killed since the new Village Defence Guards were established, including two who died by suicide using weapons issued to the militias. The wife of another member was killed in January when her husband’s rifle accidentally discharged.

But the reservations of some neighbours have not stopped men in the villages around Dhangri from clamouring to get their own arms. “Now there are guns in houses all around mine,” said Ajay Kumar, a flour miller and ex-serviceman, pointing out the homes of neighbours who had been given arms.

Three soldiers martyred, seven ‘militants’ killed in KP attacks
[Dawn] Follow up to the events of yesterday.
  • Suicide bomber on bike blows himself up near army compound

  • New militant group claims responsibility

The Pakistain Army confirmed on Friday that gunnies targeted security forces in three overnight attacks in the Lakki Marwat district, triggering shoot-outs in which three soldiers were martyred and seven gunnies were killed.

In the first attack, a jacket wallah on a cycle of violence went kaboom! near a security forces camp, located in the Government Postgraduate College, the Inter-Services Public Relations (ISPR) said in a statement. The attack was followed by a fierce exchange of fire in which soldiers killed four bully boys.

The two other incidents took place in the district’s Amir Kalam and Tajbi Khel areas, during which another three bully boys, including key bully boy commander Musa Khan, were bumped off, the military’s media wing said, adding that weapons and ammunition were seized from their possession.

Tehrik-e-Jihad Pakistain, a bully boy group that surfaced for the first time, has grabbed credit for the attacks in a statement issued by the organization’s front man, Mulla Mohammad Qasim.

Rooters also cited a report by an intelligence agency that identified the new, little-known bully boy group as being involved in the attacks, though the report couldn’t be immediately confirmed.

The attacks were reported on Thursday night, but there was no official word from military or security agencies regarding the incidents or the number of casualties then.

ISPR said soldiers repulsed all the attacks, which took place within a short span of time.

The three martyred soldiers were identified as Naib Subedar Taj Mir, 40, resident of Nowshera district; Havaldar Zakir Ahmed, 38, from Abbottabad
... A pleasant city located only 30 convenient miles from Islamabad. The city is noted for its nice weather and good schools. It is the site of Pakistain's military academy, which was within comfortable walking distance of the residence of the late Osama bin Laden....
; and Sepoy Abid Hussain, 29, from Dera Ismail Khan

district.

"Sanitisation of the areas is being carried out to eliminate any other holy warriors found in the area. Security forces of Pakistain are determined to eliminate the menace of terrorism and such sacrifices of our brave soldiers further strengthen our resolve," the military said.

The bloodshed in Lakki Marwat came after the military declared a new offensive against gunnies amid a resurgence of attacks in recent months, including a Beautiful Downtown Peshawar
...capital of Khyber Pakhtunkhwa, administrative and economic hub for the Federally Administered Tribal Areas of Pakistan. Peshawar is situated near the eastern end of the Khyber Pass, convenient to the Pak-Afghan border. Peshawar has evolved into one of Pakistain's most ethnically and linguistically diverse cities, which means lots of gunfire...
mosque bombing that killed scores of 100 people in February.

The bully boy attacks across the country, especially in KP and Balochistan
...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it...
, have been on the rise since the outlawed Tehrik-e-Taliban
...mindless ferocity in a turban...
Pakistain ended its ceasefire with the government in November.

Back in March, CNN reported:
A statement from Tehreek e Jihad Pakistan (TJP) sent to CNN confirmed that the group was formed on February 23 in order to “establish an Islamic system in Pakistan” through the use of “armed Jihad.”
A singularly unhelpful announcement, except inasmuch as it provides an official start date for the group. One of these days no doubt we’ll learn that it’s just the usual false-nose-and-mustache for Tehrik-e Taliban (Pakistan) or the Haqqani Network.

Yazidis say alleged mosque attack stokes tensions in Shingal
[Rudaw] Yazidis on Friday are worried about what they said are attempts to disturb the peace in Shingal after accusations that members of the religious minority had set fire to a mosque in the northern Iraqi city.

A protest was held in Shingal on Thursday against the recent return of several Arab families to the region where Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems...
(ISIS) murderous Moslems committed genocide against Yazidis nearly nine years ago. Videos shared on social media showed demonstrators protesting near the mosque with a small fire burning outside the premises and security forces firing bullets into the air in an attempt to disperse crowd. Moslem groups based in Shingal claimed that the Yazidis had set fire to a mosque during the protest.

The incident sparked heated reactions on social media, with some using inflammatory terms to describe Yazidis and calling for justice. Others jumped to the Yazidis' defense and tried to maintain peace between the two sides.

Security officials of the Nineveh Joint-Operations Command on Friday morning denied there had been a fire inside the mosque. They called the reports "baseless" and rejected all attempts to drive a wedge between groups living in the diverse province.

In 2014, ISIS seized control of much of Nineveh province, including the Shingal area that is a Yazidi heartland. The murderous Moslems killed, kidnapped, and enslaved Yazidis, committing genocide against the minority that has long been persecuted in Iraq. Insecurity and tensions between groups in Shingal remain high more than five years after ISIS was declared defeated in Iraq.

The cultural and social center at the Yazidi temple Lalish condemned assaults on religious targets, saying attacking a mosque is "unacceptable." It also condemned spreading misinformation.

"Publishing baseless and untrue posts to gain some likes will lead to the end of social peace, therefore relevant authorities must monitor these pages and bring them to justice," read a statement from the center.

Mir Hazim Tahsin Bag, the chief of the Yazidi community, also denied the attack on the mosque, telling Rudaw that such behavior is contrary to Yazidi morality.

The protest in Shingal follows the recent return of some Arab families to the region where mistrust is still high between Yazidis and Moslems who Yazidis accuse of having ties to ISIS.

Badrya Faysal, a Yazidi woman who survived ISIS, told Rudaw on Friday that among the group who recently returned to Shingal, she recognized an ISIS member from her time in captivity.

The Iraqi government last week shut down al-Jada 5 camp in Nineveh province where hundreds of families with alleged ISIS ties were living. Residents were given 48-hour notice to vacate the camp. The United Nations
...an idea whose time has gone...
criticized the closure and called on Baghdad to ensure the safety of the families. The camp housed 1,566 people, almost two-thirds of them children, according to the UN.

Ali Jihangir, an official from Iraq’s migration and displacement ministry, told Rudaw that none of the Arab families that have returned to Shingal were from Jada camp.
Hazem Tahsin Bey, the Emir of the Yazidis in Iraq and worldwide, expressed his rejection of the attack on the "Al-Rahman" mosque in Sinjar district during demonstrations against the return of displaced Sunni Arab families.

"We announce our categorical rejection of the attack on the Rahman Mosque and its burning in Sinjar, and that attacking mosques is not our morals, we Yazidis." Bey said.

The cultural and social center for the Yazidis, Lalish, considered the current events in Sinjar district as the result of the “wrong” policy of the Iraqi government, expressing its rejection of any form of violence.

The center emphasized that peaceful demonstration is a right and attacking the sanctities of religions is an inappropriate behavior that cannot be accepted by any party.

Israel-Palestine-Jordan
Palestinian teen shot dead by IDF troops during clashes in West Bank
[IsraelTimes] Military says suspects hurling stones, including 16-year-old Mustafa Amer Sabah, endangered troops near Tuqu’, south of Bethlehem

A 16-year-old Paleostinian was killed by live fire during festivities with Israeli soldiers near the West Bank town of Tuqu’, the Paleostinian Authority Health Ministry said Friday.

Paleostinian media outlets identified the teen as Mustafa Amer Sabah.

According to media reports, Sabah was shot in the chest and taken to a hospital in Bethlehem, where he died of his wounds.

A spokesperson for the Israeli military told The Times of Israel that troops had initially opened fire into the air and used riot dispersal means against a number of Paleostinians hurling stones near Tuqu’.

"After the rioters continued to approach the troops and hurl stones in a way that endangered the troops, the force responded by with live fire," the spokesperson said, adding that some of the suspects were hit by the gunfire.

The Israel Defense Forces said it was aware of Sabah’s death, and a military source said he had been involved in previous rioting.

The IDF said it was continuing to investigate the circumstances of the incident.

IDF troops detain terror suspect in Jenin, clash with Palestinian gunmen
[IsraelTimes] Military says cache of firearms and gun parts seized in West Bank city; Lion’s Den member said to have turned himself in to PA overnight

Israeli troops clashed with Paleostinian button men in the northern West Bank city of Jenin on Friday morning during an arrest raid, according to the military and Paleostinian media reports.

The Israel Defense Forces said troops entered Jenin to arrest a Paleostinian man wanted for his alleged involvement in terror activity and arms dealing, after receiving intelligence about the suspect’s whereabouts from the Shin Bet security agency.

The suspect was detained, and a cache of firearms, weapons parts, and other military equipment was seized, the IDF said.

Amid the raid, Paleostinian button men opened fire and hurled bombs at troops, the military said. No soldiers were reported hurt.

Footage published by Paleostinian media outlets showed a convoy of Israeli military vehicles entering Jenin, with one apparently coming under fire.

Gunfire could be heard across the city in other amateur videos shared online.

A large explosion rocked the city, with images showing a plume of white smoke rising from a building.

A local wing of the Paleostinian Islamic Jihad
...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah...
terror group claimed its members had shot up Israeli troops in the city and set off a number of bombs.

The IDF said troops had returned fire at the button men, adding that at least one was hit. His condition was not immediately known.

Earlier on Friday, an unverified report circulating on social media claimed a senior member of the Nablus-based Lion’s Den terror group turned himself in to the Paleostinian Authority security services.

The claim of Udai al-Azizi’s arrest overnight was not confirmed by Paleostinian media outlets or Paleostinian officials. Israeli security officials were aware of the claim and said al-Azizi was apparently afraid of being assassinated by Israel and preferred the protection of Paleostinian forces, if the report was correct.

Last year, several Lion’s Den button men turned themselves in to the PA in exchange for immunity, after Israel carried out a series of raids that killed the apparent leader of the group and other button men.

The Paleostinian group has grabbed credit for numerous attacks targeting Israelis in the West Bank, including the killing of a soldier last October.

[IsraelTimes] Latest alleged attack sparks fires, leaves three injured; comes days after reported Israeli artillery strikes fired across border

Israel launched Arclight airstrike
...KABOOM!...
s against targets near the Syrian city of Homs during the pre-dawn hours of Saturday morning, Syrian state media reported.

Syria’s state news agency, SANA, citing military officials, said that three civilians were maimed in the strike and that a civilian fuel station caught fire and a number of fuel tankers and trucks were burned.

It reported that Syrian air defenses responded to Israeli airstrikes.

The pro-government Sham FM radio said fires broke out south of Homs as a result of the strikes and "successive explosions sounded from the area."

There was no comment from the Israel Defense Forces.

On Friday, Iran’s foreign minister Hossein Amir-Abdollahian visited Leb
...an Iranian colony situated on the eastern Mediterranean, conveniently adjacent to Israel. Formerly inhabited by hardy Phoenecian traders, its official language is now Arabic, with the usual unpleasant side effects. The Leb civil war, between 1975 and 1990, lasted a little over 145 years and produced 120,000 fatalities. The average length of a ceasefire was measured in seconds. The Lebs maintain a precarious sectarian balance among Shiites, Sunnis, and about a dozeen flavors of Christians. It is the home of Hezbollah, which periodically starts a war with the Zionist Entity, gets Beirut pounded to rubble, and then declares victory and has a parade. The Lebs have the curious habit of periodically murdering their heads of state or prime ministers...

During the visit, Amir-Abdollahian predicted that "positive developments in the region will lead to the collapse of the Zionist entity."

Israel attacked in Syria, according to publications, weapons depots of the Iranian militias in the area of Homs and Deba airport.
This is the eighth time in the last month that Israel has operated in Syria, but the first air strike deep into Syrian territory since Nasrallah's speech, in which he implicitly threatened to change the equation of the response to attacks in Syria

SDF captures ISIS operative in Hasaka: Coalition
[Rudaw] Syrian Democratic Forces (SDF) captured an Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems...
(ISIS) logistics operative in Hasaka province on Thursday, the global coalition against ISIS announced on Friday.

"In the late evening of April 27, 2023, Syrian Democratic Forces conducted a unilateral raid to capture an ISIS operative and degrade ISIS transportation and smuggling operations in the Dashisha desert within al-Hasakah province, Syria," the coalition said in a statement about the operation carried out by its Kurdish-led ally.

"SDF planned the successful capture of Salih Dahmash, a known ISIS logistics operative," it added.

Hasaka is located in northeast Syria (Rojava).

"The capture of Dahmash will disrupt and degrade ISIS' ability to smuggle lethal aid and personnel between northeast Syria and Iraq," said US Air Force Brig. Gen. Claude Tudor, Combined Special Operations Joint Task Force - Levant Commander.

The SDF has recently carried out several raids against ISIS in Syria, arresting many suspects as the partnership between the Kurdish-led force and the coalition remains strong.

On Monday, they arrested four ISIS members in Raqqa. The same day, the coalition said that ISIS activities in Syria have seen a 55 percent decrease since the beginning of the year and praised the SDF for their effectiveness.

Video shows Iranian navy commandos seizing Houston-bound oil tanker Advantage Sweet
[NYPOST] Iranian state television
... and if you can't believe state television who can you believe?
aired footage on Friday of its helicopter-borne commandos swooping in and seizing control of a US-bound oil tanker that was sailing through international waters in the Gulf of Oman.

A video of the assault shows masked Iranian navy commandos rappelling from a hovering chopper onto the deck of the Chinese-owned Advantage Sweet.

One was photographed with his fist in the air after they took over the tanker, which was on its way from Kuwait to Houston.

Tehran says it captured the ship Thursday because it ran into an unidentified Iranian vessel and hurt several crew members.

But the country hasn’t proven its claim — and the act fits into Iran’s pattern of grabbing other ships and holding them as bargaining chips in negotiations with the West.

It’s the fifth commercial vessel seized by Iranian forces in the past two years, the US Navy’s 5th Fleet said.

"Iran’s actions are contrary to international law and disruptive to regional security and stability," the 5th Fleet said after the raid.

"The Iranian government should immediately release the oil tanker.
