White House says ‘seen no indication that Egypt providing Russia with lethal weapon capabilities’
[AlAhram] The White House said on Tuesday that "it has seen no indication" that Egypt is providing lethal weapon capabilities to Russia, a day after a reportedly leaked Top Secret Document found its way to the press.

It was the first official comment from the White house on a reportedly leaked Top Secret US document alleging that Cairo was planning to supply Moscow with lethal weapons.

In a presser held on board Air Force One on its route to Ireland, White House officials were asked on whether Washington addressed Egypt after the Washington Post cited in a report on Monday on leaked Top Secret US document which purportedly indicate that Egypt was planning to supply 40,000 missiles to Russia secretly.

"I am not going speak about the validity of these documents, but I will tell you is that we have seen no indication that Egypt is providing lethal weapon capabilities to Russia," National Security Council Coordinator for Strategic Communications spokesperson John Kirby told news hounds.

"I am not going to talk about it all about the details of diplomatic conversations we are having. We are reaching out and speaking properly with our allies and partners," Kirby added.

"The United States Military has a long-standing defence relationship with Egypt that goes back many years. Egypt helps play a useful role in terms of some of the negotiations that have been going on in the region, particularly in these meetings that happened between Israel and Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
, which Egypt played a role in and the US is grateful for that," he added.

Earlier today, an informed Egyptian source denied in statements to al-Qahera News claims that Egypt was supplying Russia with lethal weapons, describing the leaked documented as a fabrication.

Earlier today, an informed Egyptian source denied in statements to al-Qahera News claims that Egypt was supplying Russia with lethal weapons, describing the leaked documented as a fabrication.

Also on Tuesday, Kremlin front man Dmitry Peskov said the reports about Egypt's alleged missile supplies to Russia looked like another misinformation campaign and should be treated as such.

Cairo has maintained open lines of communication with both Kyiv and Moscow in an attempt to encourage negotiations and a peaceful settlement.

Allies concerned by ‘serious level of inaccuracy’ in US intel leak
Agencies

[Dawn] Britannia’s Ministry of Defence said on Tuesday that there was "a serious level of inaccuracy" in a widely-reported leak of alleged classified US information.

US national security agencies and the Justice Department are investigating the release of dozens of classified documents to assess the damage to national security and relations with allies and other countries, including Ukraine.

"The widely reported leak of alleged classified US information has demonstrated a serious level of inaccuracy," a Ministry of Defence spokesperson said in a statement published on Twitter.

"Readers should be cautious about taking at face value allegations that have the potential to spread disinformation."

Rooters has reviewed more than 50 of the documents, labelled "Secret" and "Top Secret", that first appeared on social media sites in March and purportedly reveal details of Ukrainian military vulnerabilities and information about allies including Israel, South Korea and The Sick Man of Europe Turkey
...just another cheapjack Moslem dictatorship, brought to you by the Moslem Brüderbund...
Leaked documents cast doubt on Ukraine’s military capacity

The authenticity of documents in the leaks, which could be the most damaging release of US government information since the 2013 publication of thousands of documents on WikiLeaks, has not been independently verified by Rooters.

US officials have said some documents giving battlefield casualty estimates from Ukraine appeared to have been altered to understate Russian losses.

Ukrainian Perspective: Invasion of Ukraine: April 11th, 2023
Direct Translation via Google Translate. Edited.
[Korrespondent] 22:57 The Russian offensive continues in four directions at the same time, Deputy Defense Minister Anna Malyar said: "Bakhmut took the brunt of it. The enemy concentrated the greatest efforts there. This means that we have to use a lot of forces for defense." According to her, the Russians "usually lose to us in street fights, so they just physically destroy all the buildings and structures."

21:50 The Interior Ministry put Medvedchuk's wife Oksana Marchenko on the wanted list.

21:23 For eight months, since the beginning of the mandatory evacuation from the Donetsk region, more than 60 thousand citizens have moved to safe regions of Ukraine, including more than 7,000 children and over 2,500 people with limited mobility, the Ministry of Reintegration reported. In addition, almost 25 thousand people left the de-occupied territories of the Kharkiv region in seven months, and more than 21 thousand citizens left the recently liberated territories of the Kherson region in five months.

21:18 Andrey Kartapolov, the head of the Russian State Duma Committee on Defense, advised Russians liable for military service who are subject to conscription and who live abroad to take a vacation for a year and return to Russia for military service.

21:14 Zelensky said that he had met with American businessman and philanthropist Howard Buffett to discuss assistance to Ukraine. "I am grateful to Howard Buffett for supporting the Ukrainian people, in particular, for the implementation of the kitchen factory project, which is part of the reform of school meals, as well as for helping to implement the grain initiative, supporting demining, purchasing generators and eliminating the consequences of enemy shelling of Ukraine's civilian infrastructure," - said the president.

20:47 UK Department of Defense warned of "serious level of inaccuracy" in leaked US "secret documents": "A widely publicized leak of supposedly classified US information has demonstrated a serious level of inaccuracy. Readers should be careful not to take at face value statements that could potentially spread disinformation."

20:28 Canada will send Ukraine a new military aid package , which will include 21,000 assault rifles, 38 machine guns and more than 2.4 million rounds of ammunition, Prime Minister Justin Trudeau said at a joint press conference with Ukrainian counterpart Denis Shmyhal in Toronto.

20:25 The government has expanded the powers of the territorial recruitment centers. But lawyers are already doubting the implementation of the new rules in practice. Read more in the material New rules for mobilization in Ukraine: what has changed .

20:04 Canada expanded sanctions against Russia - 14 individuals and 34 legal entities fell under the restrictions. According to Prime Minister Justin Trudeau, sanctions, in particular, have been imposed against individuals associated with PMC Wagner, as well as against nine enterprises associated with the financial sector of Belarus.

19:48 Representative of the Eastern Group of the Armed Forces of Ukraine Sergey Cherevaty in a commentary to CNN denied Prigozhin's information that the Russians allegedly control more than 80% of the territory of Bakhmut: "I have just been in touch with the commander of one of the brigades that defend the city. I can say with confidence that the Ukrainian Defense Forces control a much larger percentage of Bakhmut's territory."

19:34 The Verkhovna Rada voted for the return of additional payments of 30 thousand hryvnia to all military, police and employees of the State Emergency Service. Surcharges must be valid until the end of the period of martial law for all defenders, regardless of the tasks assigned to them or areas of service. Just a month and a half ago, the government abolished this norm, making it so that the procedure for accruals directly depends on the areas where the fighters are located, as well as the complexity and specifics of the combat or special tasks performed. About why the norm was suddenly returned - in the material Necessity or populism?

19:05 The Russian side violates the terms of the grain deal and blocks the export of grain from Ukraine through the Black Sea, Deputy Minister of Infrastructure Yuriy Vaskov said in a commentary to The Guardian. He called the situation critical. So, today representatives of Russia, the UN and Turkey did not conduct inspections of vessels with Ukrainian grain, which they should carry out as part of the grain initiative.

Vaskov clarified that Ukraine had submitted the names of three bulk carriers for verification. But the Russians crossed them out and filed other ships from the current queue. As a result, not a single ship could continue its journey, which is tantamount to a blockade by Moscow.

18:54 Kuleba said that during today's conversation with Blinken, the US Secretary of State reaffirmed Washington's unwavering support and categorically rejected any attempts to question Ukraine's ability to win on the battlefield.

18:37 The next meeting in the Ramstein format will take place on April 21 at the base of the same name in Germany, Radio Liberty reports with reference to the US Air Force in Europe. The meeting will be chaired by Pentagon chief Lloyd Austin.

18:33 UkSATSE announced that Ukrainian airspace will be opened immediately after the end of hostilities. Thus, the department reacted to the statement of Eurocontrol that restrictions on flights in the airspace of Ukraine, Russia, Belarus and Moldova may be valid until 2029.

UkSATSE explains that Eurocontrol bases its forecast on the current situation in the aviation industry and does not generate or use military forecasts or analytics, and does not take into account geopolitical factors. Therefore, after the emergence of new objective factors, such as the end of the war and the reformatting of the route network, the Eurocontrol forecast will be updated. At the same time, Ukraine, despite the war, is fully preparing for the resumption of flights in its airspace.

18:19 According to leaked "secret documents" from the Pentagon, SBU agents could be behind an attempt to blow up a Russian A-50U radar aircraft at the Machulishchi airfield in Belarus, writes The Economist. It follows from the published data that official Kyiv did not know the intentions of some SBU agents, since they acted contrary to orders. The United States found out about this by listening to the conversations of SBU employees.

17:57 Another family with two children (12 and two years old) was evacuated from Avdiivka, who were persuaded to do this for about six months, the National Police reported. According to police estimates, two children remain in the city, and work is underway to evacuate them.

17:34 The United States may soon announce sanctions against Hungarian "influential citizens" amid worsening bilateral relations and criticism of Orban's actions, the Hungarian edition 444.hu reported, citing several diplomats. According to them, the situation of 2014, when the US banned the entry of eight Hungarian current and former officials against the backdrop of deteriorating relations between Washington and Budapest, may repeat itself. The publication notes that in recent months, diplomatic conflicts have continued between the United States and Hungary, primarily related to attacks on the American ambassador.

17:13 Russia this year for the first time began exporting fuel to Iran by rail after traditional buyers refused to trade with Moscow, Reuters writes, citing three industry sources and export data.

16:37 Zelensky held a regular meeting of the Headquarters of the Supreme Commander. Among other things, the participants of the meeting discussed the issues of increasing the efficiency of the command and control system and the interaction of various groups of the Security and Defense Forces of Ukraine during the performance of combat missions, as well as the issues of recruiting personnel, weapons and military equipment for newly created brigades.

16:25 The Russians have stepped up mining in the Energodar area: now they are mining not only the coastline and the territory near the Zaporozhye nuclear power plant, but also other areas around the city. As the mayor of Energodar Dmitry Orlov said, the enemy is afraid of the counteroffensive of the Armed Forces of Ukraine.

"If up to this point only the coastline and the territory around the nuclear power plant were mined, now they have switched to mining the surrounding villages, forest belts, plantings. They are afraid of the counteroffensive of the Armed Forces of Ukraine and are trying to protect themselves," he said. According to the mayor, the Russians do not keep military equipment in the city - its movement is recorded in nearby villages and at the nuclear power plant.

15:48 The Rada exempted owners of property destroyed and damaged due to the war from paying real estate tax.

15:36 The State Duma of the Russian Federation approved an amendment on the military registration register, according to which persons liable for military service will be banned from traveling abroad after receiving a summons (including electronic) and before appearing in the military registration and enlistment office. The Duma also approved an amendment to limit the right to drive a car for dodgers in case of failure to appear on the agenda within 20 days without a good reason.

14:59 The International Criminal Court issued an arrest warrant for Putin and Lvova-Belova thanks to French lawyers, writes Bild. Having received information about the deportation of Ukrainian children to Russia, lawyers Emmanuel Daoud, Gabriel Sebba and their colleagues from one of the law offices in Paris launched an investigation. They looked for information in the media, listened to the speeches of Putin and Lvova-Belova. The suspects spoke frankly about their crimes and forced removal of children, as well as charitable organizations.

The French lawyers submitted the results of their investigation to The Hague. "It was a big surprise for us that this step led to the issuance of an arrest warrant now," Dowd said.

14:50 The Rada adopted bill No. 7438, which prohibits the use and sale of fireworks, salutes and firecrackers in Ukraine.

14:37 In the Kiev region, 195 people who died during the occupation have not yet been identified, another 279 people are considered missing, said the head of the regional police Andrei Nebytov. According to him, during the year, 15 mass graves and three torture places were identified.

14:18 Danish Defense Minister Troels Lund Poulsen expressed hope that Western countries will be able to decide on the possible transfer of combat aircraft to Ukraine "before the summer", after the supply of MiG-29 fighters by Poles and Slovaks. At the same time, he stressed that countries should act together, "Denmark is not going to do it by itself." According to the minister, the discussion takes time, "but I believe that we can reach a solution in the short term."

13:40 Volyn Regional Council voted to ban the activities of the UOC-MP.

13:32 In Russia, amendments are being made to the legislation on the military registration system. Now, citizens who are subject to conscription and who have received a summons will be prohibited from leaving Russia from the day it is served until they appear at the military registration and enlistment office. Peskov claims that the draft law on a unified register of persons liable for military service is supposedly connected not with mobilization, but with military registration - "the system must be modernized."

Andrey Kartapolov, head of the Duma Defense Committee, clarified that the summons will be considered received from the moment it is posted in the personal account of a person liable for military service on the State Service portal (an analogue of the Ukrainian Dії).

13:17 Poland would like to become a financial hub for raising funds for the restoration of Ukraine, said Deputy Finance Minister Artur Sobon: "Just as Poland has fulfilled the role of a military hub, if we talk about military assistance to Ukraine, we would like it to play the role of a financial a hub through which funding for the reconstruction of Ukraine will flow... We want Poland to be as deep as possible at the center of this type of project."

12:58 Territorial recruiting centers can now serve subpoenas during mobilization and for a special period, regardless of the location of men on military records, the Cabinet of Ministers of April 7 said .

12:36 Danilov said in an interview with ARD that he doubts the veracity of the information of the source of the CNN channel, who reported on alleged changes in Ukraine's military plans after the "leakage of secret documents" from the Pentagon. “I don’t know who CNN spoke to. In any case, I can say that the number of people who know about our plans in our territory is extremely limited. And I don’t think that the informant who was in touch with CNN had any attitude," the NSDC secretary noted.

According to him, Ukraine is in constant contact with its key allies, such as the US, UK, Germany and Poland. "Data for carrying out certain operations, the number of units, who is involved and in what direction - this is absolutely secret information. If someone thinks that he has it, I can only congratulate. But I don't know where they could get it from" Danilov added.

He stressed that the General Staff of the Armed Forces of Ukraine independently decides on the counteroffensive, and everything will be decided "at the last moment." "If someone thinks that we have only one option, then this is not so. Even three options are not enough," the Secretary of the National Security and Defense Council emphasized.

10:41 In Bakhmut, the "creeping" attack of the Russians has been going on for the sixth or even the seventh month, because of their tactics they are losing up to 500 soldiers killed and wounded a day, Reznikov said in an interview with Delfi. According to him, Bakhmut allows Ukraine, with its smaller forces, to hold a much larger enemy force there, while simultaneously destroying and grinding its offensive resources and potential.

"This is very important in the context of the entire theater of operations ... If there had not been those losses, they could have used their full potential against us on another line of defense or in another place on the front. In some less fortified and protected place. And now we inflict enormous damage on them every day, holding them back, in fact, in a vise. This is how Russia's offensive is proceeding," the minister stressed.

Reznikov added that for Ukraine, time is of the essence in preparing for a counteroffensive. “Moreover, this time works in our favor, because, as we see, the further, the more centrifugal processes inside the Russian regime are accelerating. We still need time to prepare, master new systems, prepare our units. additional air defense forces," he explained.

“Losses in a war are inevitable. But when you are on the defensive, you always take less damage than attackers. So the more losses we inflict on the Russian army, now defending Bakhmut, Avdiivka, Ugledar, Maryinka, the more we will weaken its overall capabilities and be able to themselves go on the offensive with fewer losses," the minister said.

This system is commonly operated by the Russian Specialized Chemical, Biological and Radiological Defense Forces and has not been officially used by the Airborne Forces before. According to experts, this indicates attempts to restore the Airborne Forces after heavy losses in the first nine months of the war and strengthen their role in the war in Ukraine.

The invaders continue to increase pressure on local residents in the occupied territories. So, in Snizhne, Donetsk region, employees of the city hospital were recently fired, who did not receive Russian passports. And in Energodar, Zaporozhye region, local residents are required to obtain permission to move around the region. The supply of missiles was discussed in February, and the possibility of supplying artillery shells and gunpowder was also considered.

Commenting on the request from the publication, a representative of the Egyptian Foreign Ministry said that "the country's position is initially based on innocence." And a US government spokesman said that so far there is no data on the implementation of such plans.

00:31 Reznikov said that Ukraine could present a new "surprise" for Russian ships in the Black Sea, as was the case with the cruiser Moskva: "I really want to share the details that I am familiar with, but we have an agreement with the commander of the Ukrainian fleet Alexei Neizhpapoy... We can’t reveal all the details now.”

According to the minister, there are some nuances that are still unknown to the Russian command, which means that Ukraine can organize another "surprise" at sea for the invaders. He added that the Ukrainian military is now just waiting for the right moment "to repeat this history."

Leaks from the Pentagon: Zelensky under the hood, PMC under the nose of the United States
Direct Translation via Google Translate. Edited.
by Victoria Nikiforova

[RIA] In America, a scandal is gaining momentum associated with a large-scale leak of secret documents from the Pentagon and their publication on social networks. For the most part, this is intelligence that came from agencies such as the CIA, the NSA, and the Defense Intelligence Agency straight to the desk of Mark Milley, the chairman of the US Joint Chiefs of Staff.

According to US media, the leaks look like "hastily taken photos of top-secret documents laid out on a hunting magazine." Apparently, the documents were printed out on a printer, the printouts were taken to a safe place, they were quickly photographed and destroyed.

There is one moment that is disturbing in this story. The first photos of the documents were published on the gaming platform Discord on February 28th. However, until The New York Times wrote about it last week, the Pentagon was unaware of the leak. That is, top-secret files were in the public domain for more than a month and no one cared. What is it: the fantastic slovenliness of the American intelligence services and the military, or the deliberate stuffing of disinformation through trusted media?

Be that as it may, the publication of secret documents pretty much infuriated the leadership of Ukraine . Firstly, the simply monstrous ratio of losses of Ukrainian and Russian troops since the start of the NMD was announced: the Americans counted them as 71.5 thousand VSE soldiers against 16-17 thousand Russian fighters. Now in the Ukrainian segment of the Internet there is a continuous howl about this: it is, they say, photoshop, and in general "you are all lying."

Secondly, a detailed description of the organization of the counteroffensive proves that all military operations of the Armed Forces of Ukraine are first planned in the department of Mark Milli, and then released to the Ukrainians. The data also contains an approximate calculation of ammunition for the Hymars, and a description of new satellite technologies with which the US military monitors the movements of Russian troops, and a report on the preparation of six brigades of the Armed Forces of Ukraine by March 31 and three more by April 30 - they should become shock counterattack forces.

Another interesting thing: American intelligence has information that representatives of the Wagner PMC are planning to work in Haiti to help the local government cope with the lawlessness of local gangs. This will take place "under the very nose of the United States," The New York Times noted offendedly.

And here's the funniest part. "Intel indicates that the United States is constantly monitoring Ukraine's top military and political leaders to get a full picture of Ukrainian military strategy," The New York Times tells us.

There is, of course, nothing new in this. "The United States is equally watching its enemies and its allies," The Washington Post states dryly. The only thing the Americans regret is that the publication of such information occurred at a very inopportune moment, on the eve of the Ukrainian counteroffensive, when any contradictions between the allies are highly undesirable.

Indeed, it was inconvenient. Right on the eve of the much publicized "counterattack," the Ukrainians were told from the only source they trusted what a huge number of people they irretrievably lost at the front - this alone cannot but demoralize.

Not only that, they are also given to understand that the Big Brother is aware of everything that Zelensky, Zaluzhny and tutti quanti are doing. No, there were no illusions about this before. But the publication of such information is a big blow to the image of the rulers of the Square, a demonstration that the entire Kiev leadership is tightly and tightly controlled from Washington.

United States proposed a solution for Ukraine. Europe is horrified
Direct Translation via Google Translate. Edited.
by Petr Akopov

[RIA] If Europe does not want to be a "follower of America", then the United States needs to focus on China, and let the Old World deal with Ukraine itself. This is not yet an ultimatum, but an assumption made by Senator Marco Rubio (from the opposition - Republican - party, but with a good chance of becoming the ruling next year)
(interesting assumption by the Russians)
in response to statements by French President Emmanuel Macron, made by him in an interview with Les Echos. Rubio reproached the allies for ingratitude:

"We are heavily involved in Ukraine. We are spending a lot of money on a European war. And I supported this because I think it is the national interest of the United States to be allies of our allies. But if in fact Macron speaks on behalf of all of Europe and their position is now is that they are not going to choose sides between the US and China over Taiwan maybe we shouldn't choose sides either maybe we should say we will focus on Taiwan and the threats posed by China and you guys get on with it Ukraine and Europe."

What caused the ire of a popular Republican senator? The interview of the President of France, which he gave to Les Echos during his return home from China. Macron said that he had already "won the ideological battle for the strategic autonomy of Europe:" five years ago, when he first spoke about this, no one took it seriously, but now everyone is discussing it.

According to him, it is necessary to build up the power of the European military-industrial complex, reduce dependence on the "extraterritoriality of the American dollar" and, in general, resist the pressure due to which Europe "turns out to be embroiled in crises that are not ours, which prevents it from building its strategic autonomy":

"The paradox is that, panic-stricken, we consider ourselves simply followers of America . Europeans should answer the question - is it in our interests to force the topic of Taiwan? No. It would be worse to think that we Europeans should take an example from the American agenda of the day, adjust to the American rhythm and China's overreaction. Why should we go at the pace chosen by others? We need to wake up?"

It is clear that Beijing is happy to hear such reasoning - after all, China is pushing the Europeans exactly to this, it is precisely independence and concern for their own, European, interests that it expects from them. If Macron spoke to Xi in this spirit, then the President of the People's Republic of China liked it. But this does not mean that the Chinese leadership will increase the stakes on the separation (or rather, relative autonomy) of Europe from the United States, because even if we take Macron’s words at face value, Beijing has plenty of reason to doubt Europe’s ability to defend European interests and distance itself from the United States.

At least in the Taiwan issue, which in reality is the most convenient way for the Americans to influence European-Chinese relations. Yes, France and Germany are behaving extremely carefully with regard to the Taiwan problem, but in the same EU , the Anglo-Saxons are already rocking the Taiwan theme through Lithuania and the Czech Republic.

Yes, and all-European structures - from the European Parliament to the European Commission , headed by Ursula von der Leyen - are much more susceptible to the "Taiwanese provocation." That is, Beijing has little hope for European willpower, no matter how hard Macron tries to convince everyone of a serious attitude.

But at the same time, the resentment of American politicians at European ingratitude is very indicative - they perceive even attempts to evade the transfer of "Atlantic solidarity" to the Pacific front very nervously. Meanwhile, you need to understand that Marco Rubio is much closer to Trump than to Biden, that is, he more reflects the mood of that part of the American elite that views the United States as a God-chosen superpower, and not as a supporting structure for building a global world super empire.

For conditional American nationalists (such as Rubio), European allies are interesting as assistants in the upcoming "battle of the century" with China, as a result of which the United States must maintain world leadership. And for the interventionist globalists, all powers are just building blocks in the construction of a single world order, and Europe is no different from America here. Therefore, for them, the war in Ukraine (which can play off Europe and Russia ) is no less important than the containment of China in the Indo-Pacific region.

Now Rubio's threat is absolutely unrealizable - the only chance for its implementation is not just Trump's return to the White House, but also getting him real levers of power, that is, his victory over the "deep state". There are few prerequisites for this - although here we will talk about a real revolution, and therefore it is difficult to predict it.

And while globalists rule in the United States, there can be no transfer of responsibility for Ukraine to Europe - simply because the Anglo-Saxons are well aware that the Europeans, left to their own devices, will not be interested in continuing the Ukrainian conflict and will immediately try to somehow negotiate with Moscow. Which, to put it mildly, is not at all profitable for Washington.

The artillery battalion of the 9th brigade of the 1st Army Corps of the RF Armed Forces destroys the militants of the Armed Forces of Ukraine with aimed fire. The high accuracy of the 100mm MT-12 "Rapier" cannon poses a serious danger to the enemy. This weapon with more than half a century of history once again proves its effectiveness on the battlefield and instills fear in the enemy.

Due to the high muzzle velocity, the rounds hit both enemy armored vehicles and well-fortified firing points. The gun is capable of firing both direct fire and from a closed position.

The shot of the "Rapier" has a characteristic sound, it is difficult to confuse it with another weapon. The enemy understands the danger of these guns and tries to destroy them in every possible way. But the calculations of the 9th Brigade, having gained a year of combat experience, manage to hit the targets and go into cover.

Casting of peacekeepers. Who will mediate in the negotiations between Moscow and Kyiv
Direct Translation via Google Translate. Edited.
[REGNUM] Moscow does not believe that any country in Western Europe could mediate in hypothetical negotiations between Russia and Ukraine. This is how the Russian Foreign Ministry assessed Xi Jinping's remark - the Chinese leader said that Beijing is ready to support France's proposals for a diplomatic solution to the conflict. China itself is much more suited to the role of arbitrator, experts say. They name three more potential candidates. Which one looks the most suitable?

France can hardly claim to act as a mediator between Russia and Ukraine, since it is itself indirectly involved in the conflict on the side of the Kiev regime, Kremlin spokesman Dmitry Peskov said on April 10.

This message can be considered Moscow's commentary on Chinese leader Xi Jinping's remark. During a meeting with French President Emmanuel Macron, the Chinese President said that Beijing welcomes the proposals of Paris on a political and diplomatic settlement of the conflict in Ukraine and is ready to support them.

The Russian Foreign Ministry is also very skeptical about the idea of Western mediation. The US, France, UK and Germany are hardly suitable for such a role, as they "imposed illegal sanctions against Russia, blocked its foreign assets, demand a tribunal to punish the Russian leadership" and "blackmail our friends, forbidding them to cooperate with Russia ," the statement was quoted as saying. MFA RIA Novosti.

The head of the diplomatic department, Sergei Lavrov, earlier, however, did not rule out the possibility that mediators could bring some benefit.

"You can ask any mediator to clarify how the Ukrainian side sees the further development of events," TASS quoted Lavrov as saying. At the same time, Aleksey Polishchuk, director of the second department of the CIS countries of the Russian Foreign Ministry, said that if negotiations are resumed, then most likely without intermediaries, since in the West "they often pursue their own goals and try to influence the course of negotiations."

There is an opinion that if it is time to look for intermediaries, then not in the West, but in the East.

CHINA
President of Belarus Alexander Lukashenko, in his March address to parliament, called for Beijing to mediate between Moscow and Kiev.

In Beijing itself, this is still treated without much enthusiasm. Although, according to the foreign policy curator at the CPC Central Committee, former Chinese Foreign Minister Wang Yi, his country is ready to "continue to play a constructive role in promoting reconciliation and stimulating negotiations, and work with the international community to carry out the necessary mediation if necessary." In the West, they do not really believe in such a development of events - skepticism about Chinese peacekeeping was expressed by the head of EU diplomacy, Josep Borrell.

"In the asset, as well as in the asset of Russia, the reconciliation of Saudi Arabia with Yemen, as well as the beginning of the path towards reconciliation between Saudi Arabia and Iran. And activity in the role of such an intermediary was not alien to Beijing. China will show particular zeal in this direction, especially since this has a good effect on its reputation," Alexey Mukhin, general director of the Center for Political Information, suggested in a comment to REGNUM news agency.

The arbiter must have geopolitical (economic, military-strategic) weight, be not involved in the conflict and guarantee the seriousness of the parties' intentions. The United States and European countries are clearly not suitable for this role due to bias, but China is quite, Mukhin believes.

The director of the Valdai International Discussion Club, political scientist Fyodor Lukyanov, is skeptical about the scenario of "Xi Jinping as an arbitrator." Beijing will agree to the role of a mediator only if an agreement is initially guaranteed, the expert believes.

"Perhaps he is interested in increasing his diplomatic role, but only if the negotiations between Russia and Ukraine are successful. For to fit into the negotiations and not achieve a result - such a scenario is unacceptable for Beijing, - Lukyanov told REGNUM news agency. - And it is impossible to speak about guarantees in this case. Most likely, the PRC will continue to act as a big, wise herald for peace, who admonishes everyone."

INDIA
"The government of India is already debating what role the country can play in the peace effort when the time is right," The New York Times noted in November 2022.

Sources of the American publication said: French President Macron had previously discussed this topic with Indian Prime Minister Narendra Modi. True, the French guest failed to convey to the interlocutor the position of Western partners on concrete steps to "de-escalate the conflict," the NYT notes.

At the same time, the publication recalls that during the Cold War, India positioned herself as a leader in the non -alignment movement. Now, when the country not only catch up with China in terms of population, but also reached 5th place in terms of economics, New Delhi "tries to balance its connections," increasing contacts with the United States and maintaining partnership with Russia as a key reliable supplier of energy carriers and weapons.

"India, along with Turkey and China, is the best place to mediate. At the same time, Türkiye has been involved in this role from the very beginning. But if New Delhi only hoped to act as a mediator, then Beijing simply took it and only in recent weeks made two high-profile visits to Moscow, setting out, moreover, China's point of view on the prospects for a political settlement," said Indian political scientist Atul Mishra in an article published April 10 Hindustan Times (translated by InoSMI ).

China's weight in the negotiation issue was "recognized even by the Europeans," which was confirmed by India's "good friend" Emmanuel Macron, the expert points out. Mishra lamented that such passivity indicates that New Delhi's influence on Moscow is limited compared to Beijing's.

But it is obvious that India is not currently striving for the role of a great diplomatic power and does not need participation in any large-scale negotiation processes, Fyodor Lukyanov believes.

TURKEY
Ankara has indeed been involved in the role of a mediator for a long time. Let us recall the meeting of Foreign Ministers Sergey Lavrov and Dmitry Kuleba as part of a diplomatic forum on March 10, 2022 in Antalya and the negotiations of the Moscow and Kiev delegations in Istanbul that followed in March-April of the same year (frozen at the initiative of the Ukrainian side).

In September last year, Turkish President Recep Tayyip Erdogan, during negotiations with his Russian counterpart Vladimir Putin , called for "give a chance" to negotiations between Moscow and Kiev, in which Ankara could become a mediator, RIA Novosti reported.

On March 29, Erdogan reiterated his readiness to organize negotiations "for the speedy end of the conflict."

On April 10, the head of Turkish diplomacy, Mevlut Cavusoglu, announced that Erdogan was negotiating with Putin and Ukrainian President Volodymyr Zelensky. At the same time, the Turkish Foreign Minister noted that neither the visit of the Russian president to Ankara, nor Erdogan's visit to Moscow is planned yet.

"If it comes to the negotiation phase, then today Turkey is an obvious candidate for the role of a mediator," Lukyanov believes. - She is already speaking in this role on more local topics. Erdogan surprisingly maintains a constructive relationship with all parties involved. Both with Ukraine and Russia. Turkey under Erdogan is ideally suited to the role of an intermediary for all tactical and technical characteristics.”

But, the political scientist noted, if the power in Turkey changes during the presidential elections in May and another group of politicians becomes the head of the country, then everything will become more complicated.

"Because Erdogan's strength is, first of all, the presence of a trusting relationship, first of all, with Putin. By definition, the new president of Turkey will not have such relations,” Lukyanov pointed out.

KAZAKHSTAN
Finally, the fourth potential candidate - Kazakhstan - has not only the experience of the owner of the negotiation platform, but also the experience of success. Negotiations in Astana on a settlement in Syria, which began in 2017, have become an important part in, if not stopping, then freezing the Syrian conflict. Of course, the mediation of the guarantor countries - Russia, Turkey and Iran - played a decisive role, but Kazakh President Kassym-Zhomart Tokayev in any case acquired the laurels of a peacemaker.

On March 1, 2022, Tokayev said that Kazakhstan was ready to act as an intermediary between Russia and Ukraine if necessary, TASS reported. Two weeks later, Roman Vasilenko, Deputy Foreign Minister of the Republic, confirmed his readiness to promote a peaceful settlement "through mediation services."

Experts, however, believe that Astana is unlikely to undertake such work. “Kazakhstan has been flirting with the United States very much lately. And there are reasons to doubt the non-engagement of this site. Kazakhstan is pursuing a policy of following the illegal sanctions regime that the United States has established in the global economy, and trusting him as a mediator would be the height of hindsight," Mukhin said.

To some extent, Lukyanov shares these doubts. He urged not to forget that this topic is rather explosive for Kazakhstan. On the one hand, the one who gets involved in this work can achieve success and gain great fame, but, on the contrary, can ruin relations with both. "Kazakhstan does not need this at all, especially since Kazakhstan’s relations with Russia are now quite nervous," Lukyanov said.

In any case, the "casting of intermediaries" is a nonsensical process, experts believe.

"Presidents, in addition to being politicians, are also people. There is no emotional background for a direct conversation. Therefore, if the conditions for a political conversation ever ripen, then a mediator, a mediator, will be needed. We need someone who organizes the communication process itself. At least for starters. The same grain deal shows such a mechanism," Lukyanov believes.

Spy mania in Finland. Anyone can be a spy
Direct Translation via Google Translate. Edited.
[REGNUM] If there are no Russians nearby, Finns themselves can become victims of Finnish spy mania

After a six-month investigation, Finnish government agencies removed suspicions of spying for Russia from two hospital cleaners. This case has become a characteristic manifestation of the atmosphere of spy mania unwinding in Finnish society, when the very fact of a person learning the Russian language makes others look askance at him. And if there are no Russians nearby, the Finns themselves can become victims of spy mania.

American smart bombs are getting 'stupid' in Ukraine
Direct Translation via Google Translate. Edited.
[REGNUM] Judging by Pentagon documents leaked to the press, the Ukrainian military has had difficulty using JDAM glide bombs, which were handed over by the Americans in recent weeks. The reports are quite plausible, Russian experts believe. "Smart bombs" due to the fault of the APU technicians may turn out to be far from accurate and ineffective. But it's not just the low competence of the staff.

The American press continues to discuss the secret documents of the Pentagon, which are in the public domain. According to NBC News, yet another US Army official material leaked to social networks has revealed a number of problems with the use of modern aviation munitions by the Ukrainian army.

#1  Real World 'Smart Bomb' Use Case Failures:

Use Case Failure 1) Theoretically, the specialists who did this on Ukrainian aircraft were not familiar with the equipment mechanism and made mistakes. They lead to the fact that the fuse either does not work at all (the bomb just falls in the target area and does not detonate), or detonates too late," the source said. JDAM

Use Case Failure 2) Russian electronic warfare systems (EW). EW installations jam the GPS signal, which is used to target the bomb. This causes the JDAM to deviate from the course set during the launch from the aircraft. JDAM

Use Case Failure 3) The bomb is launched at one coordinate, it enters the EW coverage area. The electronic warfare installation sets a different coordinate system, the bomb deviates from the course and either does not work or hits a false target," ”Tumbartsev explained. [Russian]sic R-330Zh Zhitel jamming station, the Krasuha and Palantin electronic warfare systems, as well as Pole-21, which specialize in radio suppression of drone control channels, can be used. JDAM

Use Case Failure 4) HARM anti-radar missiles, which were actively used by the Armed Forces of Ukraine in the second half of 2022, showed almost zero effectiveness, the source of RIA Novosti noted. HARM

Use Case Failure 5) As in the case of JDAM bombs, HARM missiles are launched from extremely low altitudes, which also increases the likelihood of abnormal missile firing. JDAM/HARM

SUMMARY) The conclusion suggests itself - the Ukrainian Air Force in the foreseeable future is unlikely to be able to use modern weapons.

#7  ...This is not impossible, but it's damned unlikely unless the Ukranians have been working with a degree of utter and complete incompetence that - at least in terms of munitions handling and delivery - they have not yet shown.

Without going into a lot of detail, the JDAM packages are very, VERY hard to damage - to the point where you'd almost have to make a deliberate effort to do so.

Now, I would be willing to listen to a possible issue with the avionics - scabbed on to a wild variety of former Soviet aircraft under field conditions, and maintained by guys who do not have the original tech training, there's going to be a non-zero chance of a problem.

#8  This is not impossible, but it's damned unlikely unless the Ukranians have been working with a degree of utter and complete incompetence

Or it could be Russian propaganda written by Russians, for Russians, on a Russian website. I know which way I would bet.

JDAMs are backed by an inertial navigation unit and they are getting better and better as MEMS tech improves. The limiting factor in JDAM use would be the number MiG-29s that have pylon adapters that are compatible with it. One reason why F-16s that can carry 6 JDAMs are critical for Ukrainian victory.

#11  True Abu. While the HARMS can't have their full capabilities with datalinks being guided towards their targets on the MIG-29s and are only preprogramed for a location where the radars are known to be... they still caused some to be destroyed and forced the Russians to start moving them while turning them off and on, degrading the air defense.

They did their job. Not perfect, but it worked for what was needed for the Kherson offensive.

CNN: Investigation into Pentagon data breach could take months
Direct Translation via Google Translate. Edited.
[REGNUM] In the United States, an investigation into the leak of classified Pentagon documents is “beginning to take shape,” which could take months, according to CNN, citing a source.

Washington is concerned that too many people have access to sensitive data. The Pentagon does not yet plan to focus on the source of the leak, but will pass checks on the distribution of classified documents in the department. The possibility of changing the list of persons with daily access to data is also to be considered.

According to an unnamed U.S. official, "thousands" of people had seen the classified information before it leaked online.

As REGNUM reported , Pentagon materials related to Ukraine hit social networks in April 2023. US senators have requested a secret briefing on the leaked documents , which must be attended by all members of the upper house of the US Parliament. The date of the meeting has not yet been set.

“The date of the meeting has not yet been set,” the channel’s source said.

Earlier on April 11, The Washington Post, citing informed sources, reported that the US presidential administration continues to study documents allegedly leaked from the Pentagon to social networks. According to preliminary estimates, the documents are genuine, the source said.

Bloomberg, in turn, reported that the "allies" of the United States do not express dissatisfaction with the leak of Pentagon documents openly, but do it through diplomatic channels. US administration officials have already had to hold several " uncomfortable conversations behind closed doors," agency sources said.

NYT - Leaked Documents Reveal Depth of U.S. Spy Efforts and Russia’s Military Struggles

April 8, 2023 Updated 1:24 p.m. ET

WASHINGTON — A trove of leaked Pentagon documents reveals how deeply Russia’s security and intelligence services have been penetrated by the United States, demonstrating Washington’s ability to warn Ukraine about planned strikes and providing an assessment of the strength of Moscow’s war machine.

The documents paint a portrait of a depleted Russian military that is struggling in its war in Ukraine and of a military apparatus that is deeply compromised. They contain daily real-time warnings to American intelligence agencies on the timing of Moscow’s strikes and even its specific targets. Such intelligence has allowed the United States to pass on to Ukraine crucial information on how to defend itself.

The documents lay bare the American assessment of a Ukrainian military that is also in dire straits. The documents, from late February and early March but found on social media sites in recent days, outline critical shortages of air defense munitions and discuss the gains being made by Russian troops around the eastern city of Bakhmut. The intelligence reports show that the United States also appears to be spying on Ukraine’s top military and political leaders, a reflection of Washington’s struggle to get a clear view of Ukraine’s fighting strategies.

The material reinforces an idea that intelligence officials have long acknowledged: The United States has a clearer understanding of Russian military operations than it does of Ukrainian planning. Intelligence collection is often difficult and sometimes wrong, but the trove of documents offers perhaps the most complete picture yet of the inner workings of the largest land war in Europe in decades.

American officials said while the documents offer hints about U.S. methods to collect information on Russian plans, U.S. intelligence agencies do not yet know if any of their sources of information will be cut off as a result of the leak. American officials have conceded they have lost some sources of information since the war began, but the new documents appear to show that America’s understanding of Russian planning remains extensive.

But the leak has the potential to do real damage to Ukraine’s war effort by exposing which Russian agencies the United States knows the most about, giving Moscow a potential opportunity to cut off the sources of information.

The leak has already complicated relations with allied countries and raised doubts about America’s ability to keep its secrets. After reviewing the documents, a senior Western intelligence official said the release of the material was painful and suggested that it could curb intelligence sharing. For various agencies to provide material to each other, the official said, requires trust and assurances that certain sensitive information will be kept secret.

The documents could also hurt diplomatic ties in other ways. The newly revealed intelligence documents also make plain that the U.S. is not just spying on Russia, but also its allies. While that will hardly surprise officials, making such eavesdropping public always hampers relations with key partners, like South Korea, whose help is needed to supply Ukraine with weaponry.

Senior U.S. officials said an inquiry, launched Friday by the Federal Bureau of Investigation, would try to move swiftly to determine the source of the leak. The officials acknowledged that the documents appear to be legitimate intelligence and operational briefs compiled by the Pentagon’s Joint Staff, using reports from the government’s intelligence community, but that at least one had been modified from the original at some later point.

One senior U.S. official called the leak “a massive intelligence breach,” made worse because it lays out to Russia just how deep American intelligence operatives have managed to get into the Russian military apparatus. Officials within the U.S. government with security clearance often receive such documents through daily emails, one official said, and those emails might then be automatically forwarded to other people.

Another senior U.S. official said tracking down the original source of the leak could be difficult because hundreds, if not thousands, of military and other U.S. government officials have the security clearances needed to gain access to the documents. The official said that the Pentagon had instituted procedures in the past few days to “lock down” the distribution of highly sensitive briefing documents. The documents posted online were photographs of folded papers, some with images of a magazine behind them, information that may help investigators.

The documents show that nearly every Russian security service appears penetrated by the United States in some way. For example, one entry, marked top secret, discusses the Russian General Staff’s plans to counter the tanks NATO countries were providing to Ukraine, including creating different “fire zones” and beginning training of Russian soldiers on the vulnerabilities of different allied tanks.

Another entry talks about an information campaign being planned by the GRU, Russia’s military intelligence unit, in Africa trying to shape public opinion against the United States and “promote Russian foreign policy.”

While some of the intelligence briefs offer analysis and broad warnings of Russian plans, others are the kind of actionable information that Ukraine could use to defend itself. One entry talks about the Russian Defense Ministry formulating plans to conduct missile strikes on Ukraine’s forces at specific sites in Odesa and Mykolaiv on March 3, an attack that the U.S. intelligence agencies believed would be designed to destroy a drone storage area, an air defense gun and kill Ukrainian soldiers.

Still another entry discusses a report in February disseminated by Russia’s National Defense Command Center about the “decreased combat capability” of Russia’s forces in Eastern Ukraine.

While the documents were compiled by the Pentagon’s Joint Staff, they contain intelligence from many agencies, including the National Security Agency, the State Department’s Bureau of Intelligence and Research, and the Central Intelligence Agency. Some of the material is labeled as having been collected under the Foreign Intelligence Surveillance Act, or F.I.S.A., noting that its further distribution is not allowed without the permission of the attorney general.

One section of the documents is labeled as being the C.I.A. Operations Center Intelligence Update from March 2. That section discusses intelligence on how the Russian ministry of defense had considered steps to counter accusations that it had not been supplying munitions to Wagner group troops in Ukraine “according to a signals intelligence report.”

The documents reveal that American intelligence services are not only spying on the Russians, but are also eavesdropping on important allies.

In the pages posted online, there are at least two discussions about South Korea’s debate about whether to give the U.S. artillery shells for use in Ukraine, violating Seoul’s policy on providing lethal aid. One section of the documents reports that South Korean officials were worried that President Biden would call South Korea’s president pressuring Seoul to deliver the goods.

Another section of the documents, from the C.I.A., is more explicit about how the United States has learned about the South Korean deliberations, noting the information was from “a signals intelligence report.”

Julian E. Barnes, Helene Cooper and Eric Schmitt reported from Washington, Thomas Gibbons-Neff from London and Michael Schwirtz from Lviv, Ukraine.

The experience of collective intelligence or forecast for Ukraine
Direct Translation via Google Translate. Edited.
[ColonelCassad] Science fiction writer Vsevolod Glukhovtsev on the prospects for the development of the Ukrainian crisis.

Dear readers!

As part of our usual heading "Experience of the Collective Mind" I would like to touch on the most burning topic of our days - the Ukrainian crisis. Touch philosophically, that is, look into the future, for which you need to look into the past and evaluate the present. And I'm going to do it by inviting participation in the discussion: agree, disagree, confirm, refute, and so on. And I will start from afar and immediately with a controversial thesis, fully aware of its controversial nature.

I believe that the modern modified Christian civilization is repeatedly reborn, reformatted, monstrously expanded - and yet the Roman Empire, or rather, its historical branching. Just as a grain thrown into fertile soil turns into a much more complex system, the ancient Mediterranean power, having disappeared, turned not even into a civilization, but into a bunch of civilizations.

The division, once marked by Constantine, and then carried out by Theodosius the Great, into two crowns, Rome and Constantinople, turned out to be prophetic: even today we see in the mutated Christian world an obvious line between the conditional “Rome” (the so-called West) and the no less conditional "Constantinople" (Russia).

And of course, this line is Ukraine, whose population turned out to be a victim of geopolitics, the very serfs whose forelocks mercilessly crack during the pan fight. Generally speaking, this fault line between west and east, Catholicism and Orthodoxy, Euro-Atlantic and Eurasia, has been aching and burning for centuries, boiling up in bizarre geopolitical bubbles.

The Kingdom of Livonia, the Zaporizhzhya Sich, the Grand Duchy of Warsaw, the Kingdom of Galicia and Lodomeria, the interwar limitrophy ... all these are strange, but natural projects generated by the will of the great powers, some are completely chimerical, others are relatively viable.

Well, it is clear that the Ukrainian SSR became one of these artificial crafts within the boundaries in which the collapse of the Soviet Union found it. It is also clear that within these boundaries she was not the most harmonious bricolage, and she initially had little chance of surviving in the new reality. Or did they exist? .. Maybe so, but it doesn’t matter now. What happened, happened.

Now it is much more important to think about what will happen, while immediately cutting off the thesis: let what will be, then it will be, let these Svidomo idiots at least devour each other along with trousers. We have no right to argue like that, looking at how part of the former Ukraine is turning into Russia, and apparently will continue to turn, and it is from this perspective that we should look at the future fate of Ukraine.

We see that the post-Soviet Ukrainian society, having failed to become a full-fledged social organism at the turn of civilizations, now slurps all the delights of a hangover at someone else's feast. The demographic catastrophe and the degradation of Ukrainian statehood obviously stimulate geopolitical players to openly or secretly take control of the emptying territories, and it must be assumed that this trend regarding Ukraine will be the main one in the near future.

At the same time, the purge is carried out both according to the hard version and according to the soft one: the Donbass front eliminates the reproductive male population, and the wave of deserter emigration to Europe works into the hands of the EU, which needs an influx of Caucasoid public.

With all the costs (crime, poverty), Ukrainian emigration is strategically beneficial to Europe: these people are still able to assimilate more efficiently than migrants from Africa and the Middle East, and their descendants in the second or third generation will most likely become full-fledged Poles, Czechs, Germans, etc. .

As for the ownerless territories, they will be developed by the Western powers in the neo-colonial style. I do not presume to judge whether Poland, Romania, Hungary will openly squeeze out part of the Western Ukrainian lands for themselves, here the knot is too difficult, but under a veil they will undoubtedly try to do this. And the whole "wild field" as a whole, of course, will not be left independent.

Thus, I will allow myself to make a prediction: in this case, time and external players competing with each other will silently work for the further destruction of the Ukrainian state, for the loss of its subjectivity, which, however, essentially no longer exists. I will say even more strongly: today's Ukraine is a political, if not a corpse, then an incurably ill one, and it is hardly worth expecting a miracle of healing from it.

The global layouts for today are such that part of the Ukrainian lands will definitely pass into the jurisdiction of the Russian state, and the other honor will de facto become someone's colony. Like this. What is your opinion, fellow readers? Let's be Nostradamus?..

Russian Digital mobilization
Direct Translation via Google Translate. Edited.

Commentary by Russian military journalist Boris Rozhin:

[ColonelCassad] The State Duma is today adopting a new law on military registration. Today it was adopted in the second reading. Ahead of the third reading.

From innovations.

1. Transfer of military registration and enlistment offices to digital methods of accounting for those liable for military service. A unified digital registry will be created.

2. Citizens are now enrolled in the reserve even without their personal presence, simply on the basis of state records.

3. After receiving the summons within the established procedures, citizens will be prohibited from leaving the Russian Federation.

4. Mobilization dodgers will be prohibited from driving vehicles.

5. State departments will transfer the personal data of citizens for military registration in a single register.

6. Deleting an account on the State Services will not help in any way to avoid serving the summons, it will be considered received from the moment it is placed in the register.

7. The total period from entering the register to the legal recognition of delivery is 7 days. Legal consequences for evasion - from 20 days.

In fact, this is the largest reform of the mobilization system in recent decades.

Obviously, if the plans include another wave of partial mobilization in the interests of waging war in Ukraine, then it will already take place within the framework of the reformed system, taking into account the mistakes and jambs of partial mobilization in 2022.

The authorities say that so far no mobilization is planned and this is a general reform of the system.
