#2 500KW is only enough to serve a small say 500 population town

Japanese homes are usually pretty energy efficient (and small by western standards). The newer homes use split system AC and water heating, so no big motors. Gas stoves & ovens are typical.

So '500 population' should really say '500 homes'.
