#2 Iran will need lots of money to rebuild their nuke program.

There certainly won't be any more pallets of cash in the next 3 years. What is uncertain is how much they will get from their oil sales. If the price of oil is kept below $65 or so, Iran won't make much profit selling oil. If it goes to, say $80 and stays there, they will probably have enough revenue to at least start the nuke program again. Of course that high a world price would be a major problem for China, who is one of Iran's allies.

#3 ^ Meanwhile, Israel can whack any program renewals at will. Hamas, Hezbollah, and Yemenis, along with Iraqi PMF's will starve for funds.
