Let's add some logical additional restrictions:

* No Criminal Record.

* Must ID employers, who illegally hired them.

* Repay all unpaid taxes BEFORE Citizenship is granted.

* If Public assistance $$$$ was used, or taken while Illegal, it must be repaid BEFORE Citizenship is granted.
