these billionaires could have really helped if they built nice new neighborhoods in existing small and medium urban areas and brought jobs to those areas -- there are hundreds of such areas which have lost population and jobs over the past 30 years and the roads, sewers, electrical lines, water lines and so forth are already almost all built thus reducing the overall cost
