4 State employees should have their pay raises capped to the increase that the citizens of that state attain. If the citizens GPI doesn't go up their pay/benefits don't rise either. I'd say you could do the same of the pols, but I don't believe in Santa Clause or the Easter Bunny. Besides it just another introduction to bribes, aka reelection monies.

6 Besoeker : The industrial labor union model is designed to be an us-against-them vs the owners of the factories. That adversarial model doesn't seem quite appropriate when the adversary is the rest of the population.
The union's objectives are to maximize the income for the members, and the number of members. Translated into the public sphere, this means expanding the government--which is a political issue, and means that a public sector union will take (predictable) sides in some important political questions.
In practice (e.g. California, Greece, etc), the union, by virtue of its control over public services (and massive income), is able to select its own candidates, just like the old Roman praetorian guard. Try and get a non-teacher-union candidate on the school board some time. The union mobilizes its members, and in low turnout elections, that's enough to swing them.

Where I grew up, teacher strikes were a regular event, despite it being illegal for public employees to strike. To end a strike, a judge could issue a back-to-work order, but no one ever did since next election they would be targeted by not just the teacher's union, but all the other public employee unions acting together.
