3 Cuba has failed. That is not the issue. It remains an income source for regime members. It’s the same in Iran and Venezuela. The current state for failed countries is the equivalent to a hostage situation. The Afghanistan model appears to be to put the kidnappers back in charge and the pay a weekly $40M ransom.
