1 Back in the draft army when we had far more bodies and far less contractors, enlisted could get skill specialties in carpentry, electrical, and plumbing. The Army had a in house program for certification for journeyman status. Don't see why they can't do the same for CDLs other than the fear of losing personnel. That's why there are retention bonus payments for skills.
