2 The San Diego Trolley is not exactly free but close enough so that right from the start it became a rolling hobo camp. There are no turnstyles so anybody can walk right onto the train. Trolley cops only sporadically check for tickets once the train is moving. If you are not a hobo but forgot to renew your monthly pass the cop will write you a citation for two hundred some dollars. If you're a hobo, he just makes sure you get off the trolley at the next stop. Most often, the hobos ride for free as long as they wish because enforcement is so sketchy. The odor is overpowering.

Actually BART went toward fare enforcement by installing larger and more solid gates.

Results were not only highter fare revenue but also much lower on-transit crime, as apparently, fare evaders tend to be more criminal than fare payers.
