3 Who is Mamdummy going to get to perform the arrest?

I can't see any NYPD officer wanting to get involved in trying to arresting a foreign leader much less deal with both US and Israeli bodyguards.

4 Under what New York CITY law will he arrest Netanyahu? I'm not a lawyer, but it seems to me he can't order the NYPD to arrest Netanyahu based on an ICC warrant. I didn't think ICC warrants were valid anywhere in the US.

6 A bit of googling suggests that Netanyahu would have diplomatic immunity as a head of state via some UN legal bumfoolery.

My over-heated imagination is picturing a scenario where Mamdani tries to arrest Bibbi as a piece of performance art, but the President plays his trump card by declaring NYC to be in insurrection and sends in federal troops to arrest the Mayor.
